Approve the recommended preliminary design alternatives for grade separations at State
Street/University Parkway and Hunts Lane with the BNSF and UP Rail Lines.
Backl!:round:
The City applied for and received State funding to design and construct two grade separations.
One separation of the street from the railroad track is proposed at State Street/University
Parkway over the BNSF track. This grade separation is located in both the City of San
Bernardino and the County of San Bernardino. The second grade separation is proposed at
Hunts Lane over the Union Pacific Railway track near Club Center Drive. This grade separation
is located in both the City of San Bernardino and the City of Colton. The State/University
Parkway Project is a joint project between the City and the County of San Bernardino, while the
Hunts Lane Project is being completed jointly with the City of Colton. Both crossings are
currently experiencing over 50 trains per day up to 1-112 miles long, projected to go to over 100
trains per day in the year 2020. The projects are 100 percent funded through the State
Transportation Congestion Relief Program (TCRP) based on the preliminary estimated total
costs of$16.9M +/- and $17.2M +/- respectively. At the request of local agencies, SANBAG
has taken the lead in developing the two TCRP-funded grade separation projects.
Preliminary engineering contracts were awarded for each project. Moffatt & Nichol Engineers
was selected to design a grade separation at Hunts Lane. LAN Engineering Corporation was
selected to design a grade separation at State Street/University Parkway and Cajon Boulevard.
For the past several months, the engineering consultants and the Project Development Team
(PDT), including the City Engineer, Senior Civil Engineer and Traffic Engineer, other affected
jurisdiction staff, and SANBAG staff, have been engaged in extensive alternatives development
and evaluation for each ofthese projects. Following are the results of those efforts:
Hunts Lane Grade Separation Project
Four improvement alternatives were evaluated for the Hunts Lane project
1. Hunts Lane overcrossing the railroad track.
2. Hunts Lane undercrossing the railroad track
3. Railroad track under Hunts Lane
4. Railroad track over Hunts Lane
All scenarios were intended to maintain existing rail and vehicle access through the project site
during construction.
Alternatives 2 ($24,000,000), 3 ($41,000,000) and 4 ($33,000,000) were ruled out early in the
process primarily due to the prohibitive costs associated with building the structures necessary to
avoid the high water table level, dewatering costs, and to support the trains and the length of
approach track necessary to meet the required maximum rail grades. A brief evaluation matrix
which shows construction cost is attached. The estimated construction cost of Alternative No. 1

is $14,000,000.00. Consequently, the PDT is recommending Alternative No. I as the only
alternative that is estimated to fall within the budget constraints.
A workshop was conducted at the SANBAG office on May 6, 2002 to present the alternatives to
the Mayor and Council Members in attendance from the cities of San Bernardino, and Colton.
At that workshop the elected officials were supportive of the PDT recommendation for the Hunts
Lane overcrossing.
State Street Grade Separation Project
Six alternatives were evaluated for the State Street Grade Separation Project:
I. State Street overcrossing the existing railroad track to the west of existing street.
2. State Street undercrossing the existing railroad track to the west of existing street.
3. State Street undercrosing the existing railroad track to the east of existing street.
4. State Street overcrossing the existing railroad track to the east of existing street.
5. Railroad track over the existing road.
6. Railroad track under the existing road.
All scenarios were intended to maintain existing rail and vehicle access through the project site
during construction.
Alternatives 5 and 6 were ruled out early in the process primarily due to the requirement not to
exceed maximum desired rail grades, and to avoid a major high pressure (9 ft) Department of
Water Resources (DWR) water line.
Due to undesirable impacts on existing businesses and residences, the PDT ruled out Alternatives
I ($21,841,000) and 2 ($24,673,000) and supported Alternatives 3 ($22,308,000) and 4
($18,118,000).
Both County and City staff initially felt that having the street undercross the railroad tracks
Alternative No. I was preferable from a socioeconomic and aesthetic perspective. However, in
the end, the much higher cost of lowering the street under the railroad tracks made it
economically infeasible, resulting in a PDT decision favoring Alternative No.4 as the preferred
alternative.
A workshop was conducted on April 30, 2002 to present the alternatives to the Mayor and
affected Council Members, as well as a Board of Supervisor representative. At that workshop
the elected officials were supportive of the PDT recommendation for the StatelUniversity
overcrossing.
Financial Impact:
There is no financial impact. These projects are 100% funded through the State Transportation
Congestion Relief Program (TCRP). Based on the preliminary estimated costs, these projects
will receive up to $16,850,000.00 (State Street) and $17,210,000.00 (Hunts Lane) respectively.
Recommendation:
Approve Project Development Team (PDT) recommended preliminary design alternatives for the
State Street (Alternative 4) and Hunts Lane (Alternative I) grade separation projects.
