Authorization to establish a 3-Way Stop at the intersection of Meridian Avenue and Poplar
Street.
Back2round:
Engineering Staff attended a neighborhood meeting where the residents expressed concern relative
to traffic/school pedestrian safety at the intersection of Meridian Avenue and Poplar Street. Kelly
Elementary School is located on the northwest corner of the intersection. The possibility of
installing a 3-way stop at this intersection was discussed at this meeting. Staff advised the
residents that this request would be evaluated in accordance with City's Administrative Policy for
Stop Sign Installation. The first step in this process, is to circulate a petition requesting the three-
way stop. A petition was prepared by staff, circulated by the requestors, and signed by residents
in the vicinity of the intersection.
The Traffic Engineering Section of Development Services evaluated the request. Poplar Street is
classified as a local residential street, and Meridian A venue is classified as a collector, however,
in the vicinity of Poplar Street, Meridian A venue functions as a local residential street. This is
due to the fact that the road dead-ends approximately two blocks north of Poplar Street.
Pursuant to the evaluation, staff has determined that this intersection meets Warrant "B" of the
Administrative Policy (see attachment). This warrant is satisfied when sixty (60) percent of the
residents located within six-hundred (600) feet of the proposed stop sign, sign a petition
agreeing to its installation, and two other criteria are met. In this case criteria B-1 and B-9 are
met. Part B-1 of the warrant is met when a school is located within 600 feet of the intersection
and the intersection is on the "Suggested Route to School". Part B-9 is met when one approach
to the intersection is a driveway serving a residential property.
Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop
Signs, staff recommends the installation of a 3-way stop at the intersection of Meridian Avenue
and Poplar Street.
The attached Resolution contains several corrections as follows: Resolution No. 655 is being
brought up to date to reflect current field conditions for Meridian A venue. The existing 'stop
signs on Meridian Avenue were installed under Resolution 2482 (Stop Intersections). For
consistency, it is recommended that they be included in this Resolution.
Financial Impact:
The estimated cost of $ 500.00 for installing the new stop signs will come from Account No. 001-
187-5111 (Signing and Striping Materials)
Recommendation:
Adopt Resolution.

Resolution Amending Resolution No. 655 and Establishing a Three Way Stop
at the Intersection of Meridian Avenue and Poplar Street.
Resolution No. 655, Subsection 9.7 MERIDIAN AVENUE, is proposed to be amended by
adding the following intersections to reflect existing stop signs on Meridian A venue as well as the
new stop signs at its intersection with Poplar Street (added intersections shown in bold print):
"(9.7) MERIDIAN AVENUE
(A) From and including Randall Avenue to and Including Birch Street.
(B) At its intersection with Randall Avenue (4-Way Stop).
(C) At its intersection with Poplar Street (3-Way Stop).
(D) At its intersection with Birch Street (3-Way Stop).
(E) From Rialto Avenue to and including Ninth Street).
(F) At its intersection with 6th Street (4- W ay Stop).
(G) At its intersection with Etiwanda Avenue (4-Way Stop)."
Resolution No. 655, Subsection 14.2 POPLAR STREET, is proposed to be added as follows:
"(14.2) POPLAR STREET
(A) At its intersection with Meridian Avenue (3-Way Stop)."

petition the City of San Bernardino to install a 3-way stop at the intersection of Meridian A venue and Poplar

the residents on the addresses listed below must signify their support for the 3-way stop by signing this petition
in order for the request to proceed. This request is made in order to resolve several neighborhood issues, such

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 655 ENTITLED, IN PART, "A RESOLUTION...
DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS
THROUGH HIGHWAYS..." AND ESTABLISHING A THREE WAY STOP AT
THE INTERSECTION OF MERIDIAN AVENUE AND POPLAR STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I: Resolution No. 655, which designates certain streets, or
portions thereof, as through highways, Section One is amended by amending Subsection
(9.7) MERIDIAN AVENUE to read as follows:
" (9.7) MERIDIAN AVENUE
(A) From and including Randall Avenue to and Including Birch Street.
(B) At its intersection with Randall Avenue (4-Way Stop).
(C) At its intersection with Poplar Street (3-Way Stop).
(D) At its intersection with Birch Street (3-Way Stop).
(E) From Rialto Avenue to and including Ninth Street.
(F) At its intersection with 6th Street (4-Way Stop).
(G) At its intersection with Etiwanda Avenue (4-Way Stop)."
SECTION 2: Resolution No. 655, which designates certain streets, or
