POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the June 17, 2002 Council meeting. CLASSIFIED I. Account Clerk II ffiizick. S.) - Appointment FACILITIES MANAGEMENT The position of Account Clerk II in Facilities Management is responsible for all the accounts payable work for the department. This employee processes over 1600 utility bills monthly as well as all the bills for the maintenance operation. This position has been filled by staff from an employment agency since September 200 I. The position is critical to the operation of the department. The incumbent comes to the City from Manpower Temporary Agency and has worked in the position for over four months. 2. Account Clerk II (Marron. R.) - Appointment FINANCE The Account Clerk II is a critical position to fill in the Finance Department, as this position provides support to several areas including Accounts Payable, Payroll and General Accounting. The support work that is done by this position allows the more technical Finance employees time to do the more technical financial work. This position is also trained to process Accounts Payable Claims in the event an employee is absent (sick, vacation, etc.), vendor payments are still processed in a timely manner. The person being hired permanently for this position is a resident of San Bernardino and is bilingual, which is an additional asset to providing quality customer service to City residents. 5. Communitv Service Officer I (Strickland. E.) - Appointment POLICE The Community Service Officer I (CSOI) positions are assigned to the front desk and/or in the field. The CSOI's assigned to the front desk are the first contact the public has with the Police Department. They are responsible for taking reports from the public that walk in and also telephone reports. The CSOI's that are assigned to patrol are responsible for taking "cold" (non-threatening/no suspects present) reports as well as traffic reports. These positions are instrumental in assisting patrol in that they take reports that would normally be assigned to Police Officers, and allowing them to handle calls for service of a higher priority. Currently, the Police Department has one (I) vacancy with another one anticipated before the end of June. Filling these positions will increase the efficiency of service to the public to respond to calls for service or walk-in telephone inquiries. This position is critical in increasing police officers ability to take more critical emergency calls. #8 6/17/02 16. Engineering Associate (Camacho. G.) - Promotion DEVELOPMENT SERVICES Ms. Camacho has performed well above her Engineering Assistant II level position in her duties in the Public Works Design Division. Her primary responsibilities have been in Land Development where she has created a weekly report of plan check activity, which has kept management informed of project status. This report, together with Ms. Camacho's other plan check activities and those of her supervisor have contributed to the Division meeting its two to three week turnaround goals over 90% of the time. Whereas, two years ago it was difficult to ascertain the status of specific plan checks and it often took several months for completion. Ms. Camacho has also successfully worked on several projects over the last six months, including tentative map design for City-owned property in the Verdemont Area and the Tree Monument Project on Waterman Avenue. Management staff" feels that Ms. Camacho is ready to successfully move on to new challenges in the City and help with implementation of the Capital Improvement Program. She will be an asset to the Public Works Divisions and to the Development Services Department overall. 17. Engineering Assistant II (Eickhoff. D.) -Promotion DEVELOPMENT SERVICES The position of Engineering Assistant II will be assigned to design and coordinate Capital Improvement Projects in the Public Works Divisions. Mr. Eickhoff will be responsible for checking of plans, designing plans and coordinating with utilities, companies and other agencies and responding to public inquiries regarding status and requirements for projects. Mr. Eickhoff meets the minimum qualifications related to the experience and technical skills required for the position. Through the selection interview process, it was felt that Mr. Eickhoff responded at the highest level compared to other applicants. He has also successfully performed as an Engineering Assistant I for the department since September 2001. 24. Engineering Assistant I (Cadiz. B.) - Appointment DEVELOPMENT SERVICES The position of Engineering Assistant I will be assigned to design and facilitate Capital Improvement Projects in the Public Works Divisions. He will be responsible for checking of plans, designing plans and coordinating with utilities, companies and other agencies, and responding to public inquiries regarding status and requirements for projects. Mr. Cadiz meets the minimum qualifications related to the experience and technical skills required for the position. Through the selection interview process, it was felt that Mr. Cadiz responded at the highest level compared to other applicants. Mr. Cadiz brings 16 years of experience in the engineering field to the City and holds an EIT (Engineer in Training) with the State of California. #8 6/17/02
