On December 11, 2007 Personnel Committee recommended this item for Mayor and Common
Council approval.
Recommended Motion:
I. Approve a salary adjustment for Security Officer, from $11.84 - $14.96 per hour to a flat
rate of$18.00 per hour.
2. Approve a salary adjustment for Assistant Security Supervisor from $12.62 - $17.36 per
hour to a flat rate of $20.40 per hour.
3. Authorize the Human Resources Department to update Resolution 6413 to reflect this
action.

Salary adjustment for Security Officer and Assistant Security Supervisor in the Facilities
Management Department.
Backl!round:
Facilities Management provides security operations for city-owned buildings and for the
downtown business area, commonly known as the freeway to Arrowhead, and Rialto to Sixth
Streets. The department uses security guards for building security in City Hall and City Libraries,
who were given a pay increase last year. The department has security officers for its downtown
business area operation. Security Officers are POST trained and must be off-duty, retired or
reserve police officers. The security officers are armed and trained to protect and serve the City
of San Bernardino and its employees.
This requirement ensures that the City employs Security Officers who are experienced and
familiar with the City of San Bernardino. The Security Officer position is competitive with the
Economic Development Agency (EDA) who employs Security positions for the Carousel Mall.
Both positions have similar job duties and responsibilities.
The Facilities Management Department competes with EDA for the same pool of applicants. On
July 1, 2007, the Carousel Mall Security Officers (EDA) received an increase in pay from
$14.98 per hour to $16.00 per hour. The Security Officer position for the City of San Bemardino
has not received an increase in over 12 years.
In an effort to recruit and retain qualified applicants/employees, the Facilities Management
Department is recommending an increase in salary for both the Security Officer and the Assistant
Security Supervisor positions. The proposed increase for the Security Officer is from $11.84-
$14.96/hour to a flat hourly rate of $ 18.00/hour and the supervisor's increase is from $12.62-
$17.36/hour to a flat hourly rate off $20.34/hour.
The proposed salary increases will assist the department in retaining the current Security
Officer's and also is anticipated to provide a larger applicant pool for future needs.
Financial Impact:
The Facilities Management Department currently has six Security Officers and one Assistant
Security Supervisor. The average hours worked per pay period for the part-time Security
Positions are 21.5 hours. All positions are proposed to receive a $3.04 per hour increase.

The cost for the remainder ofFY 2007-08 is estimated at $6,000.00. The Facilities Management
Department will absorb the cost by utilizing part-time budgeted salary and department salary
savmgs.
Recommendation:
1. Approve a salary adjustment for Security Officer, from $11.84 - $14.96 per hour to a flat
rate of$18.00 per hour.
2. Approve a salary adjustment for Assistant Security Supervisor from $12.62 - $17.36 per
hour to a flat rate of $20.40 per hour.
4. Authorize the Human Resources Department to update Resolution 6413 to reflect this
action.

JOB DESCRIPTION
Under general directfon, performs a variety of security and parking enforcement duties
involving state and municipal codes. Also supervises, directs, and coordinates the work
assignments of all security and parking enforcement personnel engaged in the protection
, of assigned City facilities and enforcement of parking restrictions.

REPRESENTATIVE DUTIES
Coordinates a variety of departmental functions that involve various divisions, departments,
and agencies; plans and schedules workloads; and establishes performance standards, in-
spects and evaluates security and parking enforcement activities to insure compliance with
policies and procedures; plans and establishes an on-the-job training (OJT) program and
evaluates its effectiveness; establishes and maintains a good working relationship with
local law enforcement agencies, city officials, department heads, employees, public
and business within the area of assigned responsibility, prepare, review and process
reports and correspondence, assists in budget preparation and control; conducts research
and analyzes information for departmental programs, interviews applicants and recommends
actions on appointments, promotions, transfers, and terminations, reviews and evaluates
the work of all security and parking enforcement personnel.
MINIMUM QUALIFICATIONS:
Must be at least 21 years of age and be a former peace officer or reserve officer in good
st~nding with a California Law Enforcement Agency. Successful completion of the PC 832
se and two (2) years of experience involving the supervision and scheduling of personnel
i, ,quired. Must be able to qualify on a 90 day basis with a small arms (38) on police
pisto~ range; Must be of acceptable character and stability as determined by a background
investigation, a polygraph, and a psychological examination. Possession of a valid California
Motor Vehicle Operator's License is required.
GENERAL UALIFICATIONS: .
Considerab e know e ge of the operation, and management of parking enforcement and security
forces; methods, materials, equipment, and practices used in the parking enforcement and
security work; principles of supervision, training and public relations. Ability to appraise
workloads; plan work schedules, supervises parking enforcement and security personnel; prepare
reports, and estimates; maintain effective working relations with subordinates and the general
pUblic; subject to extended shift or rotational duty assignments to include weekends. No
conviction of a felony offens~ or misdemeanor offenses involving moral turpitude.
ORGANIZATIONAL RELATIONSHIPS
The Security Supervisor is a working supervisory position in the Public Buildings nivision of
the Public Works Department: Works under the supervision of the superintendent of Public .
Buildings. Supervises all personnel assigned to the Parking Enforcement and Security Sections.

JOB DESCRIPTION
Under general supervision, patrols an assigned area in and around public
buildings, parking lots, and other public areas to prevent vandalism, theft,
and abuse of the facilities and enforce applicable codes and ordinances.
REPRESENTATIVE DUTIES
Patrols an assigned area and reports acts of vandalism or suspicious ac-
tivities to the Police Department or proper authority; preserves order
and enforces applicable rules and regulations; inspects doors, windows,
and other access areas for security; provides general info~tion and
assistance to the public; maintains a log of activi~ies ana,'~nc~dents;
prepares written reports of incidents and their dispositidn;'.~ssues park-
ing citations in public parking areas; reports abandoned.or damaged ve-
hicles; provides escort or guard services at special events, parades, and
public meetings; ~nd performs other related work as required.
