Subject:
Resolution approving Amendment No. I to Agreement for Professional Services with Transtech Engineers,
Inc. to provide Program Management Services for the Santa Fe Depot Parking Structure Project (GB04-19).
Background:
On November 7, 2005, the Mayor and Common Council adopted Resolution No. 2005-370 approving an
Agreement for Professional Services with Transtech Engineers, Inc. to provide program management
services for the Santa Fe Depot Parking Structure Project (GB04-19).
In October of 2007, it was discovered that a 12-inch water main owned by the San Bernardino Municipal
Water Department is located under the planned footprint of the new parking structure and about 500 feet of
the water main will require relocation prior to start of construction of the parking structure.
Transtech Engineers, Inc. has submitted a proposal, dated October 18, 2007, to design the realignment of the
water main to clear the proposed parking structure. Transtech's proposal is attached to Amendment No. I as
Attachment "A". The design of the relocation needs to be completed and submitted, along with the building,
parking lot, landscaping, storm drain and street improvement plans to Caltrans as part of the Plans,
Specification and Estimate (PS&E) certification process that must be completed to obtain federal funding for

The anticipated schedule for construction of the parking structure is as follows:
. 04/2008 - 08/2008: Advertisement, bid analysis, City Council award, submittal of bonds and insurance,
and contract execution.
. 08/2008 - 07/2009: Construction period.
Approval of this Amendment to Transtech' s Agreement will enable completion of the PS&E and clear the
way for submittal to Caltrans for certification.
Concurrently with the construction of the parking structure, the City will be realigning Viaduct Boulevard to
create a right-angle intersection at 2nd Street opposite Giovanola Street. The new street north of 2nd Street is
proposed to be named Metrolink Way. The realignment is funded separately in the FY 2007/08 CIP as
SS07-32; however, in the interest of efficiency, the parking structure and road realignment will be bid as a
single project.
Financial Impact:
Funding for the parking structure and surrounding work is allocated in Account No. 242-362-5504-7576 in
the FY 2007/08 Budget in the total amount of $11,563,800 of which $7,138,900 is from Congestion
Management and Air Quality (CMAQ) funds reimbursable from the Federal Highway Administration
C (FHW A) and $4,424,900 in Local Transportation Funds (L TF) from SANBAG.

Transtech's contract to provide program management services is currently $586,000. This amendment
would increase the contract by $10,225 for a total not-to-exceed cost of$596,225.
Adequate funding is available in Account No. 242-362-5504-7576 to cover the cost of this Amendment.

AMENDMENT NO.1 TO AGREEMENT FOR SERVICES
This Amendment No. 1 to Agreement for Program Management Services by and between
the City of San Bernardino (Agency) and Transtech Engineers, Inc. (Consultant), is made and
entered into effective as of the _th day of ,2007, by and between the Agency and the
Consultant.
WITNESSETH:
A. WHEREAS, on November 7, 2005 the Mayor and Common Council of Agency
Adopted Resolution No. 2005-370 approving an Agreement for Services with Transtech
Engineers, Inc. to provide program management services for the Santa Fe Depot Parking
Structure Project (GB04-19); and,
B. WHEREAS, Consultant has requested Amendment No. I to said Agreement for
Services; and,
C. WHEREAS, Consultant has provided the most advantageous and best proposal
for the provision of said services; and
D. WHEREAS, the said Agreement for Services, as amended, will terminate on
November 7,2008 unless extended as provided in said Agreement; and
E. WHEREAS, Agency concurs that the additional services requested in
Consultant's proposal were not included in said Agreement and are necessary for proper
completion ofthe project.
NOW THEREFORE, the parties hereto agree as follows:
1. Section 3 of said Agreement for Services is amended to add the following: Consultant shall
furnish additional professional engineering services for the design of the relocation of
approximately 500 feet of a 12-inch water main in accordance with the attached proposal
from Consultant dated October 18, 2007, attached hereto and incorporated herein as
Attachment "A."
2. Section 5 of said Agreement for Services is amended to add the following: Over the term of
this Agreement, Consultant shall be paid an additional not-to-exceed amount of $10,225.00
for a total not-to-exceed amount as follows:

the relocation of a 12" water line as an addendum to the the San Bemardino Metrolink Parking
Structure project.
