Synopsis of Previous Council Action:
August 2006 The Mayor and Common Council approved FY 2006-07 CIP Budget.
June 2007 Authorize the Director of Finance to amend the FY 2006/07 Budget by transferring
$50,000 from Account No. 126-369-5504-7322 (SSO4-36) "E Street Bus Stop
Relocation" and $15,000 from Account No. 126-369-5504-7359 (SS-G) "School of the
Month" to Account No. 126-369-5504-7581 (SS06-01) "4th Street cul-de-sac at Mt.
Vernon Avenue."
Recommended Motion:
1. Authorize the Director of Finance to amend the FY 2007/08 Budget by transferring $32,500 from
Account No.126-369-5504-7582 "Traffic Calming on 4th Street at Tiajuana Street and Cabrera
Avenue" to Account No. 126-369-5504-7581 (SS06-01) "4th Street cul-de-sac at Mt. Vernon
Avenue."
2. Authorize the Director of Development Services to execute Change Order No. One Hardy & Harper,
Inc. in the amount of $45,660.00 for cul-de-sac Street Improvements on 4th Street at Mt. Vernon
Avenue (SS06-0 1), per Project Plan No. 11882.

Authorization for the Director of Development Services to Amend the FY 2007/08 Budget and
Execute Change Order No. One with Hardy & Harper, Inc. for Cul-de-sac Street Improvements on 4th
Street at Mt. Vernon Avenue (SS06-01), per Project Plan No.11882.
Backsround
In August of 2006, the Mayor and Common Council allocated funds, as part of the FY 2006/07 Capital
Improvement Program (CIP), for 4th Street Cul-De-Sac at Mt Vernon Avenue as Project No. SS06-01.
In June of 2007 the Mayor and Common Council authorized the Director of Finance to amend the FY
2006/07 Budget by transferring $50,000 from Account No. 126-369-5504-7322 (SSO4-36) "E Street
Bus Stop Relocation" and $15,000 from Account No. 126-369-5504-7359 (SS-G) "School of the
Month" to Account No. 126-369-5504-7581 (SS06-01) "4th Street cul-de-sac at Mt. Vernon Avenue"
and adopted resolution to award a contract to Hardy & Harper, Inc for the 4th Street cul-de-sac at Mt.
Vernon Avenue as per Project No. SS06-01.
During Construction it was discovered that the original concrete roadbed was under the asphalt surface
of 4th Street. The old concrete roadbed had to be sawcut and removed to construct the new roadway
surface as designed.
Removal of the concrete required the use of Class II base material to properly construct the roadbed
and subgrade of 4th street. This work was not anticipated because the existence of the concrete roadbed
was not known.
Change Order No. One, in the amount of$45,660.00 consists of the following changes:
Item No. 1-1 Sawcut, remove and dispose of concrete roadbed.
Item No. 1-2 Install additional 40 tons of Class II, aggregate base material.
Financial Impact
The estimated project costs are as follows:
Original Contract Amount $ 210,258.50
Contract Change Order No. One $ 45,660.00
Revised Construction Cost $ 255,918.50
Change Order No. One is $21% of the original contract amount.
There is sufficient funds available in Account No.126-369-5504-7582 "Traffic Calming on 4th Street at
Tiajuana Street and Cabrera Avenue" to transfer $32,500 to Acct No.126-369-5504-7581 (SS06-01)
"4th Street cul-de-sac at Mt. Vernon Avenue,"which has a current balance of$13,200.

JUSTIFICATION:
Sawcut,Remove and Dispose of Concrete Roadbed
Item 1-1 During construction, it was discovered that the original concrete roadbed was left in place
No. when 4th Street was constructed. To meet the design grades for the new cul-de-sac, it was
necessary to Sawcut,remove and dispose of the old roadbed.
Additional 40 tons of Class II Base Rock at$24/per ton
During construction, an additional old roadbed was discovered.. It was necessary to
Item 1-2 remove this roadbed to construct the new cul-de-sac at &h Street. After removal of the
No. roadbed,the subgrade was below the design elevation. Since an earth-borrow site was not
available, it was determined to expedite the project and Class II Base Rock was used to
com lete the sub grade.

Item During construction, it was discovered that the original concrete roadbed was left in place
