STAFF REPORT
Sub;ect: Resolution of Support for the Valley-Wide Habitat
Conservation Plan
Mayor and Council Meeting of 11/7/94
BACKGROUND
After the August 3, 1994 meeting of the San Bernardino Area
Associated Governments (SANBAG), San Bernardino County Supervisor,
Jerry Eaves, presented a program intended to resolve the conflicts
between endangered species and development within the
San Bernardino Valley. The concept of a valley-wide, multi-species
Habitat Conservation Plan (HCP) was presented and received
favorable review as a sound approach to resolve these problems.
The preparation of an HCP is envisioned as a broad based coalition
of cities, the county, major utilities, water districts,
environmental groups, private landowners and developers. At the
conclusion of the meeting, it was suggested that a steering
committee be formed to discuss in more detail the initial actions
required to proceed with such a plan.
The first meeting of the steering committee was held on August 31,
1994. It was the consensus of those in attendance that this
project will not go forward without the support of all the cities
within the valley. The committee agreed that a resolution from the
cities expressing their support would demonstrate the necessary
commitment to move forward with this project.
The committee requests that each city in the valley adopt the
proposed resolution (attached) demonstrating the city's support for
this conservation effort.
MAYOR AND COMMON COUNCIL OPTIONS
In considering these matters, the Common Council has the following
options:
1. Adopt the proposed resolution for the purpose of planning and
implementing a Habitat Conservation Program (HCP) to conserve
wildlife and plant species of concern in the San Bernardino
Valley.
2. Adopt the proposed resolution with Council correction(s).
3. Refer the matter back to staff for further consideration.
STAFF RECOMMENDATION
That the Mayor and Council adopt the proposed resolution for the
purpose of planning and implementing a program to conserve wildlife
and plant species of concern in the San Bernardino Valley.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN BERNARDINO,
CALIFORNIA, FOR THE PURPOSE OF PLANNING AND IMPLEMENTING A PROGRAM
TO CONSERVE WILDLIFE AND PLANT SPECIES OF CONCERN IN THE
SAN BERNARDINO VALLEY.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
WHEREAS, grave concern is mounting throughout the communities
in the valley area of San Bernardino County as the U.S. Fish and
Wildlife Service (USFWS) continues the process of evaluating
various candidate animal and plant species that are found in the
area to determine if they should be listed as being either
endangered or threatened pursuant to the Federal Endangered Species
Act (ESA): and
WHEREAS, the County, in cooperation with local jurisdictions,
public agencies and private enterprises, proposes to prepare a
valley-wide, mUlti-species Habitat Conservation Plan (HCP) in order
to resolve the inherent conflicts between land development and
rare, threatened and endangered species preservation: and
WHEREAS, a proactive approach to this important issue is
essential to ensure the economic well-being of all interests, both
public and private, within the San Bernardino Valley: and
WHEREAS, a comprehensive HCP will vastly improve the position
of all the jurisdictions to provide for the development needed to
create the employment opportunities that are so essential to the
economic vitality of the valley area and its citizens.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN BERNARDINO
DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
Sect.ion 1.
The cit.y will support. t.he preparat.ion of an HCP
for t.he San Bernardino Valley encompassing t.he area generally
bounded by t.he count.y lines bet.ween San Bernardino Count.y and
Los Angeles, Orange and Riverside Count.ies on t.he west. and sout.h
and t.he San Bernardino Nat.ional Forest. Boundary on t.he north and
east., and agrees t.o consider part.icipating in a Joint Powers
Authority (JPA). or other administrative struct.ure, as deemed
appropriate to implement the plan.
Section 2.
The Cit.y will support this effort both by
dedicating cit.y st.aff t.ime to supply t.he necessary dat.a required
for preparat.ion of an HCP and will consider participat.ing
monet.arily, in an amount. that. is mut.ually agreed t.o in a fair and
equit.able manner between all of t.he local jurisdict.ions
participating in the HCP preparat.ion.
