LINDSElH Acting Executive Director Subject: MEGA FORCES SECURITY - EXTENSION OF AUTHORITY FOR SECURITY SERVICES AT NEW CENTRAL POLICE STATION Date: October 31, 1994 Svnond!ll of Prevlou!Il Commt"!II'on/CoundI/Commlttee A.dlonis): On October 20, 1994, the Redevelopment Committee recommended that the Commission approve and authorize staff solicitation of security service bids and a ninety (90) day extension of the authority to pay Mega Forces Security, the firm currently providing security services at the New Central Police Station site, as well as Pacific Federal buildings "A" and "B" at an amount not to exceed $15,000 in addition to the payment of $2,700 currently due and owing Mega-Forces for services rendered; also, that the Development Department budget be increased accordingly. The service was initiated on an emergency basis to stop extensive vAnnAli"", that was occurring. Staff is well-pleased with the excellent job Mega Forces has done in preventing theft and v.~nAli"", at the subject properties. Mega Forces currently provides services from 4:30 p.m. to 5:30 a.m., Monday through Friday and around the clock on Saturday and Sunday. This amounts to roughly 476 hours per month, at $9.50 per hour for one unarmed security guard, or a total of approximately $4,522 per month -- say $5,000 per month. Such monies do not include a payment of approximately $2,700 for monies due and owing Mega Forces and services already rendered. This will be paid under a separate transaction. The existing authority to pay for this service and services rendered has expired. The purpose of this item is to request a ninety (90) day extension of authority, so that there will be no interruption in the continuity of security services, as the new Central Police Station project progresses. As construction nears completion (expected near August 1995) and expensive furniture and equipment is moved into the new facility, security will be even more important than it currently IS. o The urgency of the matter, due to the payment authority having expired, has precluded the possibility of entertaining competitive bids. It is feared that an interruption or termination of security services could lead to a delay in completion of the New Central Police Station. Due to staft's complete satisfaction with the services rendered and the viewpoint that confirmation of security services is critical, the recommendation is to authorize payment of the $2,700 immediately, extend the payment authority for an additional ninety days with Mega Forces Security and subsequently solicit competitive bids for services until completion of the Police Station. On October 20, 1994, the Redevelopment Connnittee considered this item and recommended that Mega Force's security services be so extended.
