The Connnission has discussed during several previous meetings a proposed baseball stadium for San Bernardino. These
discussions resulted in the approval of the issuance of an RFP on Febrwuy 21, 1994.
On April 4, 1994, the Community Development Connnission authorized staff to retain KPMG Peat Marwick to conduct a
financial feasibility study for a multi-use baseball stadium. On July 18, 1994, the Community Development Connnission
authorized staff to prepare a financing plan and prepare alternate stadium uses. Subsequently, on September 6, 1994, the
Community Development Connnission approved a financing plan for a new baseball stadium.
On October 3, 1994, the Mayor and Common Council approved a lease agreement with the Spirit for the new stadium.
On October 17, 1994, the Community Development Connnission approved the selection ofHOK Sports to provide design
services for the new stadium.

agreement with Southern Pacific Railroad Company to retain West, Inc., for an expanded phase 11
environmental assessment, whereby the Agency provides one- th i st of the enviromnental assessment
not $80,000 with the amount to be deducted from, 'p=hase price.

STAFF REPORT
Environmental Assessment Southern Pacific Land
The Economic Development Agency staff have been negotiating with Southern Pacific Railroad
Company with regard to land acquisition in the Central City South Project Area for the Multi-Use
Minor League Baseball Stadium Project. Environmental assessment of possible contaminants in the
soil or groundwater is needed to finalize these negotiations. Southern Pacific solicited proposals for
an expanded Phase II study of the subject property and has submitted three proposals for Agency
review and approval. Based upon recommendations from the Agency's environmental consultant and
staff review of the proposals, the proposal submitted by ERM West, Inc. appears to be the most
compatible with the stadium project. The Agency will recommend that Southern Pacific retain ERM
West to conduct the expanded Phase II assessment.
In order to make this a joint effort, Southern Pacific is requesting that the Agency up front half of the
environmental assessment cost, approximately $80,000. The Agency share of the cost will then be
deducted from the final purchase price.
