Presently there are two (2) bicycle guards in the new construction areas and one (I) armed guard at the sales offioo. The third guard (armed) was necessitated after the incident with a Sales Agent, who was terminated. During an ensuing altercation following the tennination, threats were made to the personal safety of staff, the developer's representatives and of physical damage to the property. It was deemed prudent to add a third armed guard for 24-hours a day to prevent such occurrences. This, in turn, accelerated the budget authority at a much faster pace, but the action was successful in defusing or discouraging all threats and/or acts of hostility. However, as a result of the additional employee on the payroll, the Agency's purchase order for $22,000 and spending authorization have been prematurely exhausted. The Economic Development Agency (BDA) is spending in excess of $26,280 per month to ensure the protection of this project and the Agency presently owes Mega Forces a total of$36,744 for its services incurred at Arrow Vista's subdivision. In the interest of continuity of service, staff requests that Community Development Commission approve Agency staff authorization to pay existing billings for services rendered in the amount of$36,744 and extend the Mega Forces Contract for ninety (90) days. However, staff feels that the only one unarmed guard on a 24- hour a day basis is now necessary. This will decrease monthly charges by approximately $18,360, resulting in a new estimated monthly charge of $7,920. The extension will enable Agency staff time to request bids and secure a new contract for security services. Based upon the foregoing, staff recommends adoption of form motion. I!.
