Svnoosis of Previous Commission/Council/Committee Action{s):
On December 6, 1993, the Community Development Commission approved the
production of the 1994 Community Calendar and the Quarterly Newsletters.
On October 20, 1994, the Redevelopment Committee recommended that the Community
Development Commission award the contract to Crown Printers of San Bernardino for the
Production of the 1995 Community Calendar and Quarterly Newsletters.

MOTION: That the Community Development Commission award the contract to Crown
Printers of San Bernardino for production of the 1995 C' alendar and Quarterly
Newsletters as outlined in the attached staff report.

Community Calendar and Ouarterlv Newsletter
The Mayor and Council set out in 1993 to increase and improve the communications from the
City to its residents as well as working to improve the over-all image of the City of San
Bernardino. To accomplish this, funds were approved to develop a four color calendar for 1994
for distribution to the residents of San Bernardino, as well as authorizing three quarterly
newsletters.
The calendar was intended to keep citizens informed of local events, increase awareness, instill
pride, foster the "Rediscover San Bernardino" campaign and promote diverse positive attributes
of the City through photographs. The calendar included such items as Council and Commission
meetings and days of annual events that are important to San Bernardino citizens. In addition,
it included a directory of all non-profit organizations and City Hall telephone numbers.
The calendar was produced and distributed, as well as three quarterly issues of the newsletter.
Citizen's responses have been very positive both for the calendar and its colorful photos, as well
as its helpful information. Positive feedback has been received regarding the newsletter and its
photo's, information and updates regarding City projects, events such as Route 66, and jobs and
economic information relating to the City.
C Based on the ongoing need to improve San Bernardino's image and enhance communications
from the City to its residents, staff recommends that expenditure approval be given for the 1995
calendar and three quarterly newsletters.
Staff solicited bids for the production, printing and distribution of the calendar and three quarterly
newsletters. The request included the cost for composition and/or editing, photography, layout,
printing, and delivery to the bindery for mailing. Of the bids received, the lowest responsible
bid was from Crown Printers of San Bernardino in the amount of $52,124.99 for the calendar
production and $17,962.85 for production of each issue of the newsletter. The above printing
cost include applicable sales tax. All costs have been budgeted in the approved 1994-95 Fiscal
Year Economic Development Agency budget.
Additionally, staff has obtained bids for the cost of mailing approximately 67,000 (four mailings
each) in the amount of $12,783.07 for the calendar and $9,146.07 for each issue of the newsletter.
This includes handling, labeling and postage. The number per mailing has been increased by
approximately 4,200 with the addition of local businesses.
