The Commission has discussed during several previous meetings a proposed baseball stadium for San Bernardino.
These discussioDS resulted in the approval of the issuance of an RFP on February 21, 1994.
On April 4, 1994, the Community Development Conunission authorized staff to retaio KPMG Peat Marwick to conduct
a financial feasibility study for a multi-use baseball stadium.
On July 18, 1994, the Community Development Conunission authorized staff to prepare a financing plan and prepare
alternate stadium uses.
On September 6, 1994, the Community Development Commission approved a financing plan for a new baseball
stadium.
On October 3, 1994, the Mayor and Common Council approved a lease agreement with the Spirit for the new stadium.

STAFF REPORT
Baseball Stadium Architectural Services
The Community Development Commission approved a funding plan for a 5,000 seaLmulti-use
baseball stadium at the regular meeting of September 6, 1994. Integral to the development plan for
the new stadium is a long-term lease with the San Bernardino Spirit, or other California League team.
The Spirit owner has expressed a strong interest in remaining in San Bernardino.
On September 13, 1994, the Mayor's Office issued a request for proposal for architecture and design
services for the City's proposed multi-use minor league baseball stadium. Five firms/teams responded
by the September 30, 1994 deadline.

These five proposals were reviewed on October 5, 1994, by a committee made up of representatives
from the Mayor's Office, Council Office, Economic Development Agency, Parks and Recreation
Department and the Spirit Baseball Club. The firms of Ellerbe-Becket and HOK Sport were selected
for interviews on October 11, 1994. Based upon the written proposal and formal presentation, HOK
Sports is being recommended by the selection committee to design the San Bernardino stadium.
Based upor: foregoing, staff recommends adoption of the form motion.

MULTI-USE MINOR LEAGUE BASEBALL STADIUM
Project Description: The city of San Bernardino seeks qualified
professional services for design and construction plans for a 5000
seat baseball stadium that will meet or exceed the Professional
Baseball Association's Class A Minor League standards. The city
proposes to build the new stadium in the Central city south
Redevelopment Project Area generally located between Rialto Avenue,
E, Mill and G Streets. The stadium project is an integral part of
the City's downtown revitalization efforts. Identified ancillary
uses for the facility include football, soccer, concerts, rodeos
and other special events. The anticipated date of occupancy by the
resident baseball team is June 15, 1995.
Professional services required shall include preliminary and final
A/E design; lighting, sound, furnishings and equipment selection;
programming review and assistance with prequalification, prebid and
preconstruction meetings with prospective bidders, bid reviews and
recommendations; contract administration and construction
inspection. The A/E firm/team must be thoroughly familiar with
current design and construction of Class A baseball stadiums and
their related facilities.
Proposals must include the following information to be deemed
responsive and will be considered accordingly:
* Listing of project personnel and subconsultants with
background information, such as length of relationship and
responsibilities.
* Previous experience with similar projects, including scope of
work, client, status of project or year work was performed,
cost and time of design/construction.

Availability of staff to perform work within allotted time
constraints, including a proposed schedule of service delivery
and construction to allow the resident team to begin playing
in the new facility by mid-season, June 1995.

* Statements of compliance with all applicable labor laws and
the city of San Bernardino's M/WBE requirements. The City of
San Bernardino strives for 15% minority and 5% women-owned
business enterprise participation and these goals should be
addressed. The City also recognizes that there are local
design professionals well qualified to participate to a
significant degree in this project and their involvement is
encouraged by the City as being in the overall best interests
of the project.
Due to the fast track nature of this project, proposals are due in
the Office of the Mayor, 300 North D Street, San Bernardino, CA
92418, no later than 5:00 P.M. September 30, 1994. Submittals will
consist of five (5) complete copies of required information and any
additional supporting materials. All submittals will be treated as
confidential documents until an award is made. Any proprietary
material submitted should be marked accordingly.
Evaluation of proposals will be under the complete jurisdiction of
the City of San Bernardino and will be based upon the response to
items listed above, technical competence, general background and
experience. The City will evaluate all responsive submittals and
rank them to develop a short list of two or more firms/teams for
further review. Formal presentations may be required at this time
to determine final rankings. Contract negotiations will take place
with the first choice and if a suitable arrangement cannot be made,
negotiations will commence with the second choice and so on.

fOllowing time guidelines are offered:
* 20 minutes: Team introductions and comments.
* 10 minutes: Design approach.
* 10 minutes: Schedule discussion.
* 20 minutes: Q & A.
These timelines are suggested to keep the interview process on
track. Due to time and scheduling constraints, the one hour total
