Synopsis of Previous Council Action:
On October 16, 2006, the Mayor and Common Council approved the establishment of
salaries for Fire Department Ranges P-1, P-2, P-3, P-4, P-5, P-6, P-7, Fire Marshal,
Training Officer and Firefighter Trainee; and Police Department P-1, P-2, P-3 and Law
Enforcement Trainee, effective August 1, 2006.
Recommended Motion:
1. That the salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Firefighter/Paramedic),
P-3 (Fire Engineer), and P-4 (Fire Investigator/Captain) be established, effective August 1,
2007.
2. Authorize the Human Resources Department to amend Resolution No. 6429 to reflect the
above action.
3. Authorize the Director of Finance to amend the FY 2007-2008 Budget by increasing the Fire
Department General Fund Budget for Charter 186 costs by transferring $999,300 from the
General Government Budget in account no. 001-092-5011 to the appropriate Fire
Department Budget accounts.

Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached with the Fire Safety Unit
on the ten cities to be used for this year's calculation. The salaries of those ten cities have been
averaged to determine the salaries for this year for Fire Safety classifications.
The ten cities selected are:
Costa Mesa Fairfield
Downey Pasadena
Daly City Roseville
Elk Grove Santa Rosa
Garden Grove Torrance

The new monthly salary increases in each range for 2007 are as follows:

Adding 29.30%to reflect the variable fringe benefit costs that rise with salary, the total for
salaries and fringe benefits is $897,900. Additionally, to better reflect the Fire Department's
staffing levels and overtime costs for FY 07/08, their overtime account should be increased by
$101,400. This brings the total amount for Fire Safety to $999,300. By comparison,total Section
186 costs for this group in FY 06/07 were $613,700, which included $65,000 for the
department's overtime budget.
The Firefighter Trainee salary will be set at$4,070 per month, which is 80%of the Fire Fighter
(P-1), Step A salary.
Financial Impact:
The City's FY 2007-2008 approved budget included $2.8 million in General Government for all
Charter 186 anticipated salary increases. The Police Safety Unit costs (excluding Measure Z
positions), which were previously approved, totaled $923,700 leaving a balance of$1,876,300.
The amount of Charter 186 salary increases for the Fire Safety as outlined above is $999,300.
This action will leave a remaining balance of$877,000 to be applied towards the Police and Fire
Management Charter 186 salary increases.
Recommendation:
1. That the salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Firefighter/Paramedic),
P-3 (Fire Engineer), and P-4 (Fire Investigator/Captain)be established, effective August 1,
2007.
2. Authorize the Human Resources Department to amend Resolution No. 6429 to reflect the
