WHEREAS, the California Department of Transportation has recently conducted a Speed Zone Survey on Waterman Avenue (State Route 18) between State Route 30 and the northerly City Limits of San Bernardino; and WHEREAS, the results of said speed zone survey indicate that the prevailing pace speed on this portion of Waterman Avenue is between 35 and 45 MPH or higher; and WHEREAS, the accident rate is approximately half of what would be normally expected on a roadway of this type; and, WHEREAS, this indicates that well over 50Z of the public driving this route are safely exceeding the posted limit, consequently leaving no way that the City Police Department can be expected to enforce the existing 35 MPH speed limit. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO that said City by and through its governing representatives does hereby concur with a 40 MPH speed zone on the State of California portion of Waterman Avenue (State Route 18) between State Route 30 and 45th Street.
