RESOLUTION NO. 82-179
RESOLUTION OF THE CITY OF SAN BERNARDINO FIXING AND ESTAB-
LISHING RATES OF TOWING AND STORAGE SERVICES BY TOWING VEHICLES
BEING OPERATED IN RESPONSE TO POLICE CALLS; AND REPEALING RESOLU-
TION NO. 80-357.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Pursuant to the provisions of San Bernardino
Municipal Code Section 5.76.490, mileage for the towing of any
vehicle being furnished by a towing service in response to police
calls shall be computed from the scene of the accident, incident
or pick-up where the towing commences to the place where the
vehicle is stored. The odometer readings of the towing vehicle
at the pick-up point and at the place where the vehicle is stored
shall be entered on the invoice of the charges against the towed
vehicle.
The rates or fares to be charged the public by towing
carriers shall not exceed the maximum rates which are hereby
fixed as follows:
A. Towing Charges.
1. Automobiles, motorcycles and up to and including
3/4 ton vehicles.
(a) Straight tow: Recovered vehicles, abandoned
vehicles, drunks, etc. No accident involved.
$32.50 for first three miles; $3.00 per mile
thereafter.

$35.00 for first three miles; $3.00 per mile

mileage rate is increased to $3.50 per mile after the first three
miles.
2. Two axle trucks, 1 ton and up to and including
2 1/2 ton. Loaded and unloaded.
(a) All times: $40.00 for first three miles; $5.00
per mile thereafter.
3. Three or more axle trucks and truck -tractor combin-
Iations.
(a) Charge per hour - $75.00 for tow truck and
driver; $30.00 per hour for helper if required. A helper is a
person who assists the driver of the tow truck, without the use of
a second tow truck except for transportation to and from the site.
4. Mileage charges apply to ONE WAY mileage only.
5. Special Conditions:
(a) Towing done in mountainous terrain during
periods of inclement weather and/or extreme congestion may be
charged at the rate of $30.50 per hour (no mileage charge) or by
the rates set above, whichever is greater.
B. Hourly Rates.
1. Standby time - $25.00 per hour (time begins 30
minutes after arrival at the scene).
2. Helper - $30.00 per hour (allowed only if helper is
needed and can be justified).
3. Winching time - $20.00 minimum. Vehicle recovery
$36.00. (Included in the winching time is the rigging and labor.
Examples: If a vehicle is over a bank and has to be winched up
to the roadway. If a vehicle is over on its top, sides, etc. and
has to be rolled over on its wheels by use of a cable.)

(a) Winching time is to be computed in 1/2 hour
increments ($10.00 minimum).
4. Normal sweeping, covering of oil spots with sand
and gravel and general clean-up at the scene is NOT chargeable as
labor, but is considered part of the basic charge and is the
responsibility of the tow truck operator.
C. Storage Rates.
1. Automobiles.
(a) Outside storage - $5.00 per calendar day
(b) Inside storage - $6.00 per calendar day.
a. The driver of owner must be advised of
the increased charge and must request
inside storage or it must be justified as
necessary to protect the vehicle when
damage is such that exposure to the
weather would create an additional loss
to the owner.
2. Motorcycle storage.
(a) Outside storage - $2.50 per calendar day.
(b) Inside storage - $4.00 per calendar day.
3. Trucks, 3/4 ton and up, including camper units.
(a) $5.00 per calendar day.
4. Truck with trailer.
(a) $8.00 per calendar day per unit.
5. Trailers, U -Haul type, house trailers, etc.
(a) $5.00 per calendar day.
D. Miscellaneous Rates.
1. Disconnecting drive shafts - $10.00.

2. Dolly towing - $20.00 flat rate, $2.00 per mile
after three miles, and the vehicle must be incapable of normal
towing.
3. Special bars for front wheel drive vehicles - $10.00.
4. Commercial rates to be charged to California Highwa
Patrol towed vehicles.
5. Service calls - $20.00, no mileage.
6. "Cradle" towing - dolly rates prevail.
7. Releasing of vehicles or property after business
hours - a charge not to exceed $10.00 may be made for special
callout service to release a vehicle on Saturday or Sunday, or
during other than normal business hours (8:00 a.m. - 5:00 p.m.)
Monday through Friday.
SECTION 2. Resolution No. 80-357 is hereby repealed.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a regular meeting thereof, held on
the 19th day of April 1982, by the following
vote, to wit:

Quiel, Strickler
NAYS: None
ABSENT: Council Members Botts, Hobbs
