1. That the Director of ~4blic Works/City Engineer and the City Clerk are
authorized to proceed with the proposed vacation of a portion of an East/West
alley located North of 11th Street and between Lugo Avenue and Sepulveda
Avenue.
2. That Plan No. 7751, showing the proposed vacation of a portion of an
East/West alley located North of 11th Street and between Lugo Avenue and
Sepulveda Avenue be approved.

STAFF REPORT
A request was received on December 5, 1988, to vacate a portion of the East/West alley
located North of 11th Street and between lugo Avenue and Sepulveda Avenue. The
petitioners have deposited the required $200.00 which represents one-half of the total
fee Of $400.00. The remaining $200.00 will be due after the investigative
proceedings.
The alley was created and dedicated as a part of Fairbank's Addition Subdivision,
recorded June 25, 1887. The petitioners state that the alley has long been a haven
for drug sales and use, speeding cars and loiterers. Also, the entrances to the
properties adjacent to and North of the alley are in very close proximity to the alley
and there have been several incidences where resident children have had their physical
safety threatened.
Due to the nature of the above problems, it would seem to be in the pUblic interest to
vacate this portion of the above-described alley. We, therefore, recommend that the
Director of Public Works/City Engineer and the City Clerk be authorized and directed
to proceed with the proposed vacation.
