10/24/88 The Mayor and Common Council approved the recommendation of the
Ways and Means Committee, thereby, approving the Convention and
Visitors Bureau (CVB) plan of action and the recommended members
for the Board of Directors.
12/19/89 Mayor and Common Council approved the Ways and Means Committee
recommendation that the Articles of Incorporatio~ Bylaws .and
CVB Director Job Description be received and filed as amended.
2/6/89 Mayor and Common Council approved a resolution and agreement
between the City of San Bernardino and the. San Bernardino

STAFF REPORT
The agreement between the City of San Bernardino and the San
Bernardino Convention and Visitors Bureau (SBCVB) approved on
February 6, 1989 requires that quarterly written reports be
made. The attached report sets forth the activities,
accomplishments and results for the first quarterly period
ending March 31, 1989. Upon receipt and filing of the first
quarterly report, a payment in the amount of $9,730 can be.
made to the SBCVB as provided in the executed agreement with
the city.

The' San Bernardino Convention & visitors Bureau is off to a flying start,
literally I After just getting into an office at the ChaJTDer and meeting the
superstar staff, I got on a plane and flew away to Birmingham, AL. I attended
the International Assoc. of Convention & Visitors Bureaus annual educational
seminar. It was a very productive conference and II\()st timely.
One of the first things I did was to interview accounting firms. After
examining ten, Jacobs & !'IcDermith was selected based on services provided and
cost.
I was fortunate to secure the services of Chris Warren as a part-time
assistant. She is a graduate of CSUSB and has been a tremendous'help.
OUr Articles of Incorporation were unduly held up in Sacramento and through
the efforts of Sen. Ayala's office, they were eXpedited. The agreement with
the city ensued and I finally got a bank account open on !'larch 10 and I
received my first payroll check !'larch 13. Security Pacific was selected as it
is close but most importantly, it does not assess a service charge to non-
profit organizations.
The Bureau has booked its first convention with a lot of help from some
friends. The Society for the Preservation & Encouragement of Barber Shop
Quartet Singing in America, Far Western District, is coming here in March,
1992. Don Frantz, the local chapter's president, Laurie Aldern, Director of
Sales at the Maruko Hotel & Convention Center and I, made the 10 minute sales
pitch at the 1989 convention last !'larch 18th in San Jose.
Fresno was the other city vying for the event and came prepared with their
mascot raisins, pennants and other quality sales materials to try to entice
the delegates to vote their way. We, on the other hand, haven't had the time
or budget to get these sorts of promotional items just yet. I was fortunate to
have a talented local artist, Gary Dehrer an Adult Education Coordinator for
the San Bernardino City Schools, do a color sketch depicting the California
Theatre. The drawing had four barber shoppers in the foreground and of course,
San Bernardino emblazoned across the top. It was a hit with the delegates and
we in turn presented it to the district officers.
OUr information packets used a reduced copy of the picture as the cover and
contained a brief history of the California Theatre and other pertinent
information. The California plays a vital role as the site for the group's
singing competitions. When the vote came it was a split decision, but we \lot
the nod. So on !'larch 19-22, 1989, be looking for 1300-1700 people, most of
them barber shop singers to be here. They will be taking over the entire
Maruko Hotel & Convention Center, approximately 150 rooms at the Inland Empire
Hilton, the California Theatre and rooms at other establishments in town.

One other item of some note is the Renaissance Pleasure Faire. The CVB did
play a role in attracting the event and putting the County Regional Parks
Department and the Living History Centre management together. Steve Messerli,
TOm Potter. and the rest of the management and staff of the County Parks
Department certainly burned the midnight oil to work out the details in a
short amount of time so that now both the city and county will both win.
The CVB coordinated publicity of the announcement with the Faire's public
relations firm. I contacted the television stations' Inland Empire offices as
well as their planning offices in L.A. The local press was also alerted as
were all news radio stations that are apt to follow the story. KNX did a phone
interview with me on Friday and ran news blurbs on it all weekend. Monday,
they did another interview as did Ch.2 KCBS at the County building after the
vote. KNBC Ch. 4, contacted me on Tuesday after seeing the article in the Sun
and wanted a comment from me. I arranged to have Sir Francis Drake meet me and
the news crew at Glen Helen which resulted in a long story for the evening
news and the next mornings news. The publicity efforts have resulted in a
positive press coverage San Bernardino and help our marketing effort.
It is estimated that the attendant start-up will have an economic impact of
around $1.35 million in area, with San Bernardino garnering the lion's share.
Now our work continues to market San Bernardino as the place to stay when
visiting the Faire. This gives our hospitality sector an opportunity to go
after tourism in a big way and hold over conventioneers to stay and spend in
San Bernardino!
OUr budget problems are going to be impacted by the Faire. Specifically
because the CVB's in Riverside and Ontario are already established with staff
support, promotional material and money to actively market. They are already
moving and right now committing staff and marketing dollars to capture this
business. I must point out my concern that San Bernardino stands to lose a lot
of tourism dollars if the CVB is not in a position to immediately respond to
inquiries as well as aggressively market our accoulllOJations and services.
My goal is to have all the properties full every Saturday night during the
seven week run of the Faire. I estimate the immediate need of an additional
$25,000 as well as the replacement of the $10,000 CBG money to even make an
attempt to compete with our neighbors. I am most cognizant that our original
funding was based on a start-up situation. However, the favorable turn of
events dictates that the CVB must go from an infancy crawl to a dead run in a
relatively short amount of time. This can be done with a great amount of
effort and of course adequate staff support, a minimum of two full time and
one part-time multi-talented people are required as soon possible. In
addition, we need to continue with our convention marketing as well. The CVB
has come a long way in just about 8 weeks and has the potential to go much
further.

I have been struggling to.find a solution to the Community Block Grant
problem. The attached letter from Ed Flores in COmmunity Development outlines
what the CVB must do to qualify. We only qualify under a . for profit' project
status. Moreover, there are numerous restrictions and tracking requirements
that are, in my view, not compatible with the mission and function of a
convention & visitors bureau but specifically geared toward community economic
development projects. I would have to create a position solely to satisfy the
tracking and reporting requirements as outlined in Mr. Flores' letter.

My other concern is that if we go ahead and do all of the compliance, there is
still a chance that when the Federal government audits the city's use of these
funds that the CVB and its activities might not be deemed as an appropriate
use of the funds and still have to pay it back. This may in turn create
problems for the city and that is what Mr. Flores is trying to avoid.
In considering the alternatives and with all the activity the CVB has
currently and in the near future, I hate to pass up the money but after
talking to Jim Richardson at some length about this, he and I see no way
around these obstacles without creating additional problems. Therefore, I
recommend that we not apply for these funds under the current guidelines as
stated by the Federal government and in turn reduce the budget a reciprocal
amount ($10,000 this year and $20,000 next fiscal year) until an alternative
source of funding is available from the Council, RDA or some other area.
At this point the funding under Brochures!Maps ($5,000), Promotional Packets
for conventions & visitors ($3,500), and Advertising ($1,500 leaving $2,500 in
that account) and still leaves us in a financial bind. for desperately needed
staff. BesideS recouping the $10,000 the CVB needs approximately $25,000
additional for advertising and related costs for bringing in overnight.

Since they have staff in place and with their budgets SUbstantially larger
than ours, they are in a position to capture business that rightfully belongs

Dear Mr. Stark:
I am in receipt of your CDBG proposal application dated
March 13, 1989, for the FY 1989/1990 funding cycle. I'
have reviewed the entire application and have provided
some written comments and questions which need to be
addressed for further consideration of your application.
I realize the city Council has directed the Community
Development Department to earmark $10,000 for your organi-
zation from the FY 1988/1989 CDBG allocation. However,
these funds are still unable to be released and are depen-
dent upon your project to be qualified as eligible for
funding under the federal regulations governing CDBG
monies.
Therefore, the FY 1988/1989 project proposal must be
categorized under the project description of "Special
EConomic Development" and specifically fall under the
requirements of assisting a private "for profit" entity
within the confines of "Technical Assistance". Addition-
ally, the national objective is to create nermanent jobs
for low and moderate income persons.

The Convention and Visitors Bureau (CVB) must be able to
illustrate how fifty one percent (51%) of low and moderate
income persons will benefit from the creation of jobs using
federal funds in providing the technical assistance to
businesses within the scope of CVB's role and the trade
groups impacted through this effort. Consequently, CVB
will be required to track and be able to identify the fifty
one percent (51%) low and moderate income persons being
hired as a result of this endeavor. The overall criteria
developed for the FY 1988/1989 proposal will have to be
applied to the FY 1989/1990 proposal to be considered for
funding.
Keep in mind that the use of federal funds to underwrite
this project must meet one (1) of the three (3) national
objectives and the intent of the Community Development
Block Grant program.

this project.
a) You need to address this portion and identify the target
area(s) where the activity of economic development and
technical assistance will be used for the benefit of the
findings of the analysis warranting the assistance.
b) You need to soecificallv describe the project and how
jobs will be created by the technical assistance pro-
vided to enhance conventions and tourism. What findings
have been determined through an analysis that the jOb
creation can, in fact, be accomplished? What funda-
mental basis exist in the market place that provide the
possibility of the project being successful? What
benefits can be derived from the use of federal monies
that do not necessarily exist in the present marketing
place? Why isn't this issue currently being addressed
by the existing market place? What are you going to do
that is different from what is being done?
c) How is the establishment of the CVB going to increase
the convention and tourism? What and where is your plan
of attack? How will the CVB stimulate the economic
arowth that will in turn provide oermanent emolovment
to at least fifty-one percent (51%) of low and moderate
income persons?
What retention commitment can CVB obtain from the
industry that will guarantee hiring at least fifty-one
percent (51%) low and moderate income persons? The CVB
will have to track the hiring of low and moderate
income persons and directly attributed to the job
development and technical assistance plan implemented by
CVB.

Well congratulations!
It seems San Bernardino has definitely entered the tourism industry.
Enclosed is a copy of Riverside's Lodging Food and Services Guide.
All of the hotels except the Sheraton would be considered economy, and
the Sheraton even has special weekend rates and packages. I've also
enclosed a couple of other promotional pieces we I re using. The new
"Visitor" format just came out last month.
I'm really excited about the prospect of Riverside and San Bernardino
working together.

SAN BERNARDINO, CA--The San Bernardino County Board of
Supervisors today approved the use of Glen Helen Regional Park as
the site for the 27th Annual Renaissance Pleasure Faire. The
Faire has been seeking a new venue after losing its home in the
Los Angeles County community of Agoura, where it had been held
for the past 23 years.
The event is produced by The Living History Centre, a California
educational & cultural non-prOfit corporation. It will run for 15
days, on weekends including Memorial Day, from May 13 through
June 25. An educational program for Southern California school
children called Workshop-in-the-Woods runs mid-week. It gives the
students an opportunity to spend a day in Elizabethean England
where they are encouraged to dress, act and speak as if they were
living in that period. The organization also works closely with
the art, drama, music and history departments of many Southern
California universities and colleges.
Eric Stoltz, Renaissance Pleasure Faire spokesman commented, "The
central location of San Bernardino and Glen Helen Regional Park,
coupled with the various Interstate access routes, makes it an
easy drive to reach the Faire from anywhere in So. California. In
addition, visitors who fly into the area can use Ontario Airport
just 25 minutes away. We are most pleased to be coming to the
Inland Empire, the people of San Bernardino have been fantastic."

The Faire is expected to attract between 180,000 - 200,000
visitors to the area over the course of its seven week run with
an average daily ~ttendance of approximately 12,000. The event
itself has almost 3,000 participants in various roles.
The economic impact to the area is estimated to be approximately
$1.35 million from just the participants and the attendant set-up
expenses of the event. This includes approximately 600 temporary
jobs but excludes the concessionaires 6% sales tax, necessary
business permits and any non-profit community based group fund
raising activities. Additional impact will come from the visitors
to this culturally significant event. It is estimated that each
visitor spends an average of $10 at the various concession
booths. Admission price is $14.50.
Additional economic impact will come from expenditures in the
surrounding area from out of town visitors. Faire management
estimated that visitors spent an average of 50c per person in the
area adjacent to its previous site in Agoura for fuel, food, etc.
However, the superior hospitality services and the fact that San
Bernardino is but 10 minutes away from the Faire, could see that
per capita figure grow significantly. This event already has a
regional and state-wide following. Agoura is not as centrally
located and does not have the level of facilities available or a
major airport close-by which will make it easier for visitors
from the Bay area and other distant cities to attend.

Dan Stark, Executive Director of the San Bernardino Convention &
Visitors Bureau remarked, "We are most pleased to have played a
role in bringing the English Empire to the Inland Empirel It is
conceivable that the Faire can become a national and possibly an
international attraction for the area. The hospitality sector in
San Bernardino has already moved quickly to discuss arranging
weekend packages to the Faire. I have already contacted a major
airline and car rental company to see about setting up fly &
drive packages that can work with local hotels and motels."
Motor coach operators are also being contacted through their
trade associations regarding group trips. The hotel/motel
packages for people just driving or flying in are tentatively
planned to include two days admission to the Faire and Saturday
night lodging with something for every budget from economy to
luxury. Some packages may also have transportation as well as
additional amenities and meals included. "We will start to market
immediately for this year. In time, it should be possible to
attract both national and international tour operators that bring
groups to So. California. We want the tour operators to make the
Renaissance Pleasure Faire a sto,p on their itinerary and
consequently San Bernardino their overnight stop", Stark said.

SAN BERNARDINO, CA--David O. Porter, Ph.D., Chairman of the Board
of the SAN BERNARDINO CONVENTION & VISITORS BUREAU announced the
appointment of S. Daniel Stark, Jr. as the Bureau's first
Executive Director. The appointment became effective January 30.
Stark, 35, was most recently Direct,or of Marketing for the new
Ramada Express Hotel & Casino in Laughlin, Nevada. While there he
served on the planning committee for the Nevada Governor's
Conference on Tourism which was held last November in Laughlin. .
Prior to that he lived in the Inland Empire area for over ten
years while working for Disneyland where he was credited with
developing Big Thunder Ranch, a new attraction opened in the
summer of 1986 which represents a ranch of the 1880's. The Ranch
project encompassed a program, in cooperation with the U.S,
Bureau of Land Management, that enabled Disneyland to display
wild burros rounded up in the So. California deserts and offer
them for adoption through the BLM's Wild Horse & Burro Adoption
Program. Stark graduated from Cal Poly Pomona and is currently
enrolled in the Executive Management Program at The Claremont
Graduate School.

This new convention and tourism bureau has been several years in
the planning. It was established late in 1988 to coordinate and
effectively market San Bernardino as a site for major
conventions, trade shows, and special events. The city boasts
several excellent hotels with meeting space as well as the city's
own 19,000 sq. ft. convention center. In addition, the newly
refurbished National Orange Show grounds are located conveniently
to all the hotels and retail facilities.
This past year the National Orange Show was the venue of the Miss
Teen USA Pageant which was broadcast on national television.
Stark commented, "With the variety of quality properties and
different sized facilities each has to offer, large special
events or small corporate meetings make us a natural because of
San Bernardino's central location in So. California. Coupled with
easy access by virtually all modes of transportation from
anywhere in the country, we're California's best kept secret."

SAN BERNARDINO, CA--The Far Western District of The Society for
the Preservation and Encouragement of Barber Shop Quartet Singing
in America, Inc., (SPEBSQA), meeting at their 1989 annual
convention in San Jose, Saturday voted to award their 1992
convention to San Bernardino. This marks the first convention
that the San Bernardino Convention & Visitors Bureau has been
involved in attracting to the city since starting up just seven
weeks ago. The Bureau has most recently been instrumental in
bringing the Renaissance Pleasure Faire to the area.

Fresno was represented by their loca15PEBSQA chapter and a
representative of the Fresno City and County Convention &
Visitors Bureau along with Fresno pennants, raisins and other
quality promotional items representative of that area.

Executive Director of the newly formed San Bernardino Convention
& visitors Bureau along with packets of information about the
area and a history of the California Theatre. Each city was given
10 minutes to sway the delegates their way.
The San Bernardino contingent presented the district officers
with an original framed color sketch of the California Theatre
depicting a barber shop group in the foreground and the marquee
of the theatre reading "SPEBSQA", This drawing was done by Gary
Dehrer, a talented local artist who has also won prizes with his
sketches of historic buildings in the area. Dehrer works as an
Adult Education Coordinator for the San Bernardino City Unified
School District and draws in his free time.

Frantz remarked, "We are so pleased San Bernardino is hosting the
'92 convention. My Chapter is real excited about the prpspect and
we want it to be the best they have ever hadl" Laurie Aldern
commented that, "I'm obviously happy that we got the bid, also
because we edged out a major convention city like Fresno."
Because of the relatively short period of time the Convention &
Visitors Bureau has been in existence, and due to a limited
budget, to have alot of promotional material prepared, for bid
presentations such as this one, is virtually impossible at this
time.
According to Dan Stark, "I tried to be creative and thought t.hat
something like the picture might help as we are still in our
infancy. I told the delegates we are just getting off the ground
so we didn't have all the bells & whistles but that the hotels
.and the California Theatre were ready to accommodate them and
meet all of their needs in a most professional manner. Both
hotels, the theatre management as well as the local chapter and
the Bureau all pulled together in a real cooperative effort."
