Synopsis of Previous Council action:
April 18, 1988 Resolution No. 88-112 approved authorizing the
execution of a parking agreement with John Lonergan
for 14 parking spaces for a GO-month period subject
to a 30-day cancellation clause in Downtown Lot #3.
Recommended motion:
That a hearing be set for April 3, 1989 at 10:00 a.m. to consider
the appeal of John Lonergan relative to the Central City Parking
Place Commission decision to discontinue the practice of recommending
leasing of parking spaces in Downtown Lots 1, 2 and 3.

STAFF REPORT
The Central City Parking Place Commission at their September
1, 1988 meeting considered the recommendations of the Main
Street Parking Task Force relating to improving the parking
situation downtown. One of the recommendations of the Task
Force was to eliminate the practice of leasing parking spaces
to businesses in the downtown area in parking lots 1, 2 and
3.
Although the Parking commission in December,
recommended the adoption of a leasing policy
district lots, it was felt that this practice did
for the most efficient use of the parking spaces.
John Lonergan currently has a 60-month lease for 14 parking
spaces in the parking lot #3. Even though this lease was
approved by the Council on April 18, 1988 and will not expire
until April, 1993, it is subject to a 30-day cancellation
clause by either parties without cause. Mr. Lonergan's
appeal of the leasing policy decision is to ensure that the
parking needs of the tenants in his building will continue to
be met in the future.

Dear Sir:
The other day, when I was talking to you on the phone, you
asked me to advise in writing of the change in my plan to be in
San Bernardino to address the City Council.
In my letter to you of February 9, 1989 I spoke of the
Council meeting scheduled for Monday, March 20th. Because of
surgery scheduled for Mrs. Lonergan on the sixteenth and the
wisdom of my presence here at the house rather than away, I
respectfully ask that the time before the Council be set for its
meeting on April 3rd.
At that time I would like to discuss the action of the
Central City Parking Place Commission taken at its meeting on
September I, 1988 relative to the renewal or extension of space
leases in Public Lots 1, 2 and 3 and the Commission's apparent
inaction (or negative reaction) to my presentation to it at the
meeting on February 23rd last.
I will try to supply a written presentation of at l~ast
part of my reasoning about the space leases prior to April 3rd.
At that meeting I will also ask the Council to confirm or
approve, whatever, the action I expect the Downtown Main Street
Board to take at its March 14th meeting. I understand the Board
will approve the use of evergreen trees rather than deciduous
trees as street trees on the blocks of West Fourth Street and
Court Stn'et between D and Arrowhead Avenue, a 11 as recommended
by The SUII Company, 'I'icor, the Masonic Temple Assn., First Amer-
ican Title Co., and the writc'r, the same being all the improved
property owners in the two described blocks.
I will ask the Main Street Board to advise the Council of
the action it takes, prior to the Council meeting.
