Synopsis of Previous Council action:
5-23-88 Policy adopted that no development be approved in the Verdemont area until a
financing plan for improvements has been approved by the Mayor and Council.
6-20-88 Clarification of Council Action of 5-20-88 regarding development of Verdemont
financing plan made.
10-3-88 Approval of IPD Amendment proposal, relative to POlicy #12 concerning
Verdemont Infrastructure requirements, tabled.
Recommended motion:
That the City Engineer and City Clerk are authorized to proceed with initiating
proceedings for the establishment of Assessment Districts under the provisions of the
Municipal Improvement Act of 1913 and the Improvement Bond Act of 1915 for the
installation of curbs, gutters, paving, sidewalks and street lights in portions of
Palm Avene between Kendall Drive and the North line of the Rancho Muscupiabe and for
the proposed construction of a storm drain and appurtenant facilities in the area of
Bailey Creek generally North of Belmont Avenue in the City of San Bernardino and to do

STAFF REPORT
In conjuction with the Verdemont Area Infrastructure Financing Plan for the financing
of the Chestnut Drain and the Signals at Palm Avenue, it has been determined with the
concurrence of the Community Development Division, that the need for improving Palm
Avenue with curbs, gutters, paving, sidewalks and street lighting is also necessary at
this time~to provide for the proper movement of traffic through the area.
It has also been determined that the construction of the final stages of the Bailey
Drain, North of Ohio Avenue be completed to protect those portions already in place
South of Ohio Avenue.

The best way to obtain the funds to construct these improvements would be through the
establishment of Assessment Districts covering the areas which would directly benefit
from the improvements. Attached are two plat maps, one labeled Palm Improvement and
the other l~. beled Bailey Drain which delineate thereon the proposed boundaries of each
District. ( All owners in the Palm Improvement area will be assessed for those
improvements, however, only the owners of undeveloped land within the Bailey Drain
area will be assessed as all others have already paid the City's Drainage Feesl
It is anticipated that the Palm Avenue Improvement will cost approximately $755,250
and that the Bailey Drain will cost approximately $650,000. Since we will not be able
to "up front" the costs from Ci ty funds, it will be necessary to sell bonds or secure
a loan from the Redevelopment Agency. Estimates of costs and source of funding will
be identified in the Engineer's Report.
Establishment of the Assessment Districts requires at least 3 to 4 months. Therefore,
we recommend that authorization to proceed be granted so the proceedings can be
started.
