Recommended motion:
1. That the Director of Public Works/City Engineer and the City Clerk are
authorized to proceed with the proposed vacation of the frontage road West of
Waterman Avenue. South of Caroline Street.
2. That Plan No. 7726. showing the proposed vacation of a frontage road West of
Waterman Avenue. South of Caroline Street be approved.

STAFF REPORT
The Waterman Avenue overcrossing over the Southern
Pacific Railway was constructed about 25 years ago as a County
Federal-Aid Secondary proj ect. A frontage road was constructed
by this project along the west side of Waterman Avenue, south of
Caroline Street. The purpose of this frontage road was to
provide access to a parcel owned by the City of Riverside.
This frontage road has worked well up until now.
However, traffic is increasing dramatically due to extensive
development. / Traffic signals are being installed at the
intersection of Waterman Avenue and Caroline Street~ We feel the
present design is not appropriate for the current level of
traffic, (Isince the intersection of the frontage road with
Caroline Street is too close to Waterman Avenue for proper
traffic circulation.
Therefore, it is our recommendation that the frontage
road be vacated to avoid any future traffic circulation problems.
Access will still need to be provided to the City of
Riverside parcel. A plan of development is being prepared for
the parcel west of the frontage road. The prospective developer
has agreed to dedicate and improve a clear access driveway, be-
tween Caroline Street and the City of Riverside parcel. An
easement would be granted to Riverside, in order to insure that
they will be able to gain access to their parcel.
Water transmission lines are located in the frontage road
easement. An easement would be reserved to grant Riverside the
right to maintain and operate these lines.
The vacation of this frontage road has been discussed
with the City of Riverside. They have expressed some concerns,
in particular that the frontage road be improved with curbs and
gutters. The prospective developer has agreed to install curbs
and gutters along the driveway to serve Riverside's parcel.
However, it is still possible that they may object to the
proposed vacation.
