Development Code Work Program
Kayor and Council Meeting of March 20, 1989
(On February 20, 1989 the Mayor and Council adopted a Develop-
ment Code Selection Schedule. After the General Plan Task
. Force reviewed and finalized a recommended Development Code

"Development Code" framework will be developed and approved
within Fiscal Year 1989-90.
The time frame and cost estimate will be forthcoming from
various consultants by April 10, 1989. The consultant would
then be selected during the week of April 24th, and the
contract approved at the Mayor and Common Council meeting of
June 5, 1989. The consultant is scheduled to begin work on
June 6, 1989.
(It is recommended by the General Plan Task Force that
Mayor and Council adopt the attached Development Code
Program. .

I. Statement of Goals and Obiectives
The. following goals should be taken as controlling in the
Development Code effort:
The creation of a single comprehensive document
which is to contain the regulations applicable to
development in the city of San Bernardino.
The coordination with other City departments, aside
from Planning, concerning their specific needs in
the Development Code.
The coordination with other City projects, espe-
cially the General Plan update, the downtown
parking study and the Mainstreet project.
The promotion of clear communication of the devel-
opment review code, whenever possible, through the
use of simple, clear language, the elimination of
inconsistencies and redundancies, and the'use of
maps, graphics, charts, tables, and design illus-
trations.
The incorporation of design standards into the
Development Code, so as to illustrate clearly for
all parties the high quality of development desired
in the City.
The facilitation of a simple, straight-forward
administration process of the Code for city staff.
II. Aoorooriate Structures to be IncorDorated in the Devel-
ooment Code
The Development Code must be located within a specific
numeric range within the City of San Bernardino's
Municipal Ordinance. Zoning, subdivision, sign, land-
scaping, design, parking, historic preservation and all
other appropriate regulations must be addressed.
The new code must be structured so that an interested
party will be aware of the applicable provisions which
apply to the land use designation regulations and
minimal cross-referencing. The new code should have
more graphics and illustrations, in order to make its
requirements more understandable. A separate document

called Design Review Guidelines is to be developed in
consert with the Code. This document is to be
graphically oriented and illustrates the design
components of high quality development required in the
Development Code. The Code should also be structured so
that it can easily be amended without disrupting its
basic organization.
