STAFF REPORT
I. A classification review has been conducted on the Account
Clerk III position in the community Development Department as
requested by Ken Henderson, Director of Community Develop-
ment.
A. By virtue of the duties performed, it is recommended
that the subject position be reclassified to Accounting
Technician. The incumbent is involved in the administration
and accountability of funds; verifies and maintains schedules
on payments made to subrecipients of Block Grant programs;
sets up program journal vouchers and account numbers;
researches, calculates and prepares demands for payments. The
incumbent is also afforded exceptional latitude and
independence with general direction from a Senior Accountant
or Department Head in making recommendations, setting
priorities, adjusting policies, practices and procedures and
interfacing with other departments, agencies and the public.
B. The recommended salary range for the position of
Accounting Technician is Range 1097 ($1943-$2364/mo.). This
range will provide a similar percentage differential between
Account Clerk III and Accounting Technician as is now found
between Account Clerk II and Account Clerk III and it will
avoid a compaction problem with the classification of
Accountant.

the following reorganization of his department:

maintenance activities of the department.

III. The Library Board has recommended classifying the
position of Library Computer Laboratory Coordinator from
Range 1093 ($1847-$2251jmo.) to Range 1107 ($2095-$2674jmo.)
and establishing the position of Literacy Program Coordinator
at Range 1107 ($2195-$2674jmo.).
A. During the 1986 classification study, the respon-
sibilities of the Library Computer Laboratory Coordinator
were modest by comparison to the existing and ever growing
program. The number of computers has risen from 9 to 30
which has enabled a full scale computer lab to be created in
the main library; approximately 12 additional computers have
been installed between several branch libraries; an online
data research function has been established to expand
services in the reference department and a micro computer has
been programmed to assist the Adult Literacy Program. .The
expansion of these responsibilities throughout the entire
library system has prompted the Library Board to adopt higher
educational requirements for the position and to recommend
the higher salary level noted above.
B. When the Adult Literacy Program was created in June
1987, a Junior Librarian was selected to run the program on a
part time basis. Now that the Adult Literacy Program has
been implemented at the Inghram Branch Library on a full-time
basis with the outlook for long term funding through the
California state Library, the Library Board recommends the
establishment of a full-time Literacy Program Coordinator at
salary Range 1107 ($2195-$2674jmo.).
C. Additional funding for the Library computer Labora-
tory Coordinator and Literacy Program Coordinator of approx-
imately $3080 for the remainder of the fiscal year will be
