RESOLUTION NO. 85-452
2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH THE SAN BERNARDINO COUNTY OFFICE ON
3 AGING PERMITTING THE POLICE DEPARTMENT TO UTILIZE A SENIOR
CITIZEN TO HELP WITH CLERICAL WORK IN THE RECORDS BUREAU.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. The Chief of Police of the City of San Bernardino
7 is hereby authorized and directed to execute on behalf of said
8 City an agreement with the San Bernardino County Office on Aging
9 permitting the Police Department to utilize a senior citizen to
10 help with clerical work in the records bureau. A copy of said
11 agreement is attached hereto, marked Exhibit "A" and incorporated
12 herein by reference as fully as though set forth at length.
13 I HEREBY CERTIFY that the foregoing resolution was duly
14 adopted by the Mayor and Common Council of the City of San

This Letter of Agreement shall be valid From: 10/1/85
to
6/30/86
As a worksite for enrollees in the Senior COlIDDunity Service Project ISCSP) of
t~e Senior Employment Program of the San Bernardino County Office on Aging,
we agree to the following:
1. To provide adequate supervision of the enrollee and to provide orientation
and the necessary training concerning the worksite, its activities; and
the enrollee's day-to-day responsibilities.
2. To provide a copy of the enrollee's job description to the enrollee, the
enrollee's supervisor, and the Senior Employment Program, and to update
each job description when necessary.
3. To consider any enrollee for all job openings for which that enrollee
qualifies and to hire a qualified enrollee' into a permanent position when
possible.
4. To assist and encourage the enrollee in seeking and obtaining unsubsidized
employment.
5. To work with the Senior Employment Program to assist the enrollee in his/her
personal development.

6. To provide a safe and sanitary work environment and working conditions
and to give the enrollee any necessary safety instruction.
7. To include the enrollee ~nder the organization's general liability and
fidelity bond insurance coverage.
8.
To provide~~he Senior Employment Program with an accurate Time and Attendance
record on the enrollee and to send/deliver the T , A to the Senior Employment
P~ogram by the time requested for every pay period.

9. To complete and return in a timely manner any reports, evaluations, etc.
requested by the Senior Employment Program.
10. To recognize that the position occupied by the enrollee is a temporary
training position designed to pr~pare the enrollee for unsubsidized
employment and that the Senior Employment Program may transfer the enrollee
to another worksite to enable the enrollee to receive different training.
11. To assure that the enrollee only works the total number of hours authorized
by the Senior Employment Program, to refrain from requiring the enrollee
to work over-time or volunteer hours. and to be solely responsible for
paying the enrollee. for any hours worked in excess of those hours authorized
bv the Senior Employment Program. .

12. Not to displace any current employee or volunteer with an enrollee nor
to assign an enrollee to perform the tasks of an employee on layoff, nor
to replace a F~derally funded position (other than SCSPI with an enrollee.
13. Not to discriminate on the basis of race, color, religion, sex, national
origin, handicap, age, political affiliation or opinion, or ancestry.
THIS AGREEMENT MAY BE TERMINATED OR AMENDED BY EITHER PARTY WITH 30 DAYS WRITTEN
NOTICE TO THE OTHER PARTY OR IMMEDIATELY UPON TERMINATION OR REDUCTION OF FONDS.
