RESOLUTION OPTHE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH QUKLITY CARPETS (CONTRACTOR) TO
PROVIDE CERTAIN CARPET AND CARPET INSTALLATION FOR THE 4.'l'H FLOOR-
EAST, OF CITY HALL.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is
hereby authorized and directed to execute on behalf of said City
an Agreement with Quality Carpets (Contractor) to provide certain
carpet and carpet installation for the 4th floor-east, of City
Hall, a copy of which is attached hereto, marked Exhibit "A", and
incorporated herein by reference as fully as though set forth at
length.
I HEREBY CERTIFY that the foregoing ordinance was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a
regular
meeting thereof, held on
the 2nd
November

THIS AGREEMENT

made and entered into this
'l~ day of
, 1987, by and between the City of San
Bernardino, a charter city ("City"), and Quality Carpets
("Contractor") .
WITNESSETH:
WHEREAS, City has need for certain carpet and carpet
installation for the 4th Floor-East, of City Hall; and
WHEREAS, Contractor was selected as a result of a bidding
process in accordance with law.
NOW, THEREFORE, the parties hereto agree as follows:
1. Contractor will comply with all provisions of the
"Standard Carpet Installation Specifications" attached hereto and
designated as Exhibit "0".
2. Contractor will also comply with the four-page document
and diagrams entitled "San Bernardino City Hall Fourth Floor-East
Floor Finishes" dated October 14, 1987, and on file in the City's
Public Buildings/Security and Parking Division of the Public
Works Department.
3. City agrees to pay Contractor the amount of $15,403
upon satisfactory completion of the project and inspection and
approval as provided in the "Standard Carpet Installation
Specifications".
4. The parties agree and understand that Contractor shall
for all purposes be considered as an independent contractor, and
shall not be considered as an agent of the City.

1 5. Should Contractor breach this Agreement, City shall be
2 entitled to all damages resulting thereby and reasonable
3 attorney's fees.

EXECUTION
2.01
Preparation of Surfaces
a. Clean floors of dust, dirt,
solvents, oil, greasc, paint and
other substances dctrimental to
proper performances of adhesives
and carpet. 1\llow to thoroughly
dry.
b. Fihish trowelling of concrete
floor slabs.
c. Ensure concrete floors arc free
from scaling and irregularities
and exhibit neutrality relative
to acidity and alkalinity.
d. Use an approved cerncntitious
filler to patch cracks, small
holes and for levelling.

3.01 - INSTnLLnTION
a.
Check matching of carpet before
cutting and ensure there is no
variation between dye lots.
Cut carpet, where required, in a
manner to allow proper seam and
pattern match and are unfrayed.
Where possible and practical,
locate seams in areas of least
amount of traffic. Provide one -
piece widths wherever possible.
Join seams in recommended manner
so as not to detract from the
appearance of the carpet or
decrease its life expectancy.
Spread adhesive in quantity
recommended by manufacturer to
ensure proper adhesion over full
area of installation.
Lay carpet on floors with the run
of pile in same direction as
traffic.
Do not change run of pile in any
one room or from one room to next
where continuous through a wall
opening.
Cut and fit carpet neatly around
projections through floor and to
walls where other vertical
surfaces leaving no gaps.
Carpet installation is to be laid
tight and flat to sub-floor,
fastened at edges and present a
uniform pleasing appearance.
Install full length edging
stripes where carpet terminates
at other floor coverings. Where
splicing cannot be avoided, butt
ends tight and flush. If carpet
terminates at door openings,
center edging strip under door.
Install padding (where applic-.
able so that carpet tact board is
within 1/2 inch of all walls or
facings nIl carpet pad seams must
be cut to fit snug and taped in
place.
Final inspection by Public
Buildings, purchasing ngent and -(Public Buildings)
Contractor.
