HomeMy WebLinkAbout1986-357 b 1 RESOLUTION NO. 86-357 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING 2 ASSUMPTION OF COMMUNITY DEVELOPMENT RESPONSIBILITIES FROM 3 REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO, ESTABLISHING COMMUNITY DEVELOPMENT DIVISION WITHIN CITY ADMINISTRATOR'S 4 OFFICE, AND PROVIDING FOR ASSUMPTION OF PERSONNEL, CONTRACTS AND REVENUE SOURCES FROM COMMUNITY DEVELOPMENT DIVISION OF REDEVELOPMENT AGENCY INTO COMMUNITY DEVELOPMENT DIVISION OF THE 5 CITY ADMINISTRATOR'S OFFICE, EFFECTIVE IMMEDIATELY, AND PROVIDING 6 FOR IMPLEMENTATION THEREOF. 7 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 8 SECTION 1. The City of San Bernardino does hereby assume Development Division of the Redevelopment Agency of the City of 11 San Bernardino, effective immediately. The community development 12 responsibilities include all activities funded by the Community 13 Development Block Grant program, including all administrative In addition, City shall contract with Agency to 14 aspects thereof. 15 16 17 have the Community Development Division handle beautification, housing and grant writing activities for the Agency of the terms specified in such agreements. 18 SECTION 2. All personnel presently assigned to and all Redevelopment Agency of the City of San Bernardino are hereby assumed as employees and contracts of the City of San Bernardino, with all of their outstanding benefit accruals, at the same salary level, the same range and step of the salary level, with 26 27 28 ity of San Bernardino, and with full credit for sick leave ccrual, and vacation accrual. ,Employees so transferred to the 1 1 payroll of the City of San Bernardino will receive the same 2 benefits as other City employees of similar classification. The 3 personnel so transferred and the positions established within the 4 Community Development Division of the City Administrator's Office 5 are as follows: 6 7 8 9 10 11 12 13 14 15 Community Development Division Manager Kenneth Henderson Leslie Bond Community Development Secretary Housing Development Specialist Community Development Specialist Senior Rehabilitation Specialist Rehabilitation Specialist Loan Officer Maurice Oliva Lisa Dickey James Willmott Nancy Lyons Sally Enriquez Rehabilitation Coordinator Vacant Accounting Clerk III Dolly Hays Contracts: One-Tenth of Attorney Servic Contract With City Attorney 16 17 of the City Administrator's Office is hereby authorized and 18 19 20 SECTION 4. The staff of the Community Development Division directed to work with the staff of the Redevelopment Agency of the City of San Bernardino to implement a smooth transition of function, personnel and contracts from the Redevelopment Agency 21 22 23 24 25 26 27 28 of the City of San Bernardino into the City Administrator's Office, and shall arrange for transfer of funds for which the Community Development Division will be responsible, transition of employment records and contracts, and transfer of all functions, activities and appropriate revenue sources, in as expeditious a manner as possible. Staff of the Community Development Division shall report to the Mayor and Common Council within sixty (60) 2 1 days on what steps, if any, then remain to be taken to complete 2 the transition of function. SECTION 5. This resolution shall be effective September 15, 3 4 1986.
