Description: N/A Council Notes d "POO 7— 4�Z3 Agenda Item No. �l� CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Adoption of the Development Impact Fee Calculation and Nexus Report for the Updated Regional Circulation System Master Facilities Plan and approving Amendment No. 1 to Resolution No. 2006-97 setting the new amount of the Regional Circulation System Development Impact Fees. Background: On April 3, 2006, the Mayor and Common Council approved Resolution No. 2006-97, setting the new amounts of the Development Impact Fees, including the Regional Circulation System Fees. The Congestion Management Program for San Bernardino County and provisions of Measure I require that cities adopt and annually update a development impact fee program for the regional circulation system. Revenue & Cost Specialists, LLC has been retained by the City to assist with preparing an update to the Master Facilities Plan, Impact Fee Calculation, and Nexus Report. This update reflects the escalation of costs in accordance with the rates established by SANBAG and regional improvements identified by Traffic Impact Analyses for recently approved land development projects. The following projects will be added to the Master Facilities Plan as part of this update effort: • ST-101 Traffic Signal at Waterman Avenue and Olive Street ($207,000) • ST-102 Traffic Signal at Medical Center Drive and Magnolia Avenue (207,000) • ST-103 Traffic Signal at Pacific Street and Valaria Drive ($207,000) • ST-104 Traffic Signal at Redlands Boulevard and Gardena Street($207,000) • ST-105 Tippecanoe Avenue at Hospitality Lane—Add Turn Lanes ($275,000) • ST-106 Tippecanoe Avenue at Orange Show Road—Add Turn Lanes ($275,000) • ST-107 Waterman Avenue at Orange Show Road—Add Turn Lanes ($275,000) The fee changes are listed below: Old Fees New Fees Detached dwelling units $ 1,849/ er unit $ 2,435/per unit Attached dwelling units $ 1,235/per unit $ 1,626/per unit Mobile home units $ 967/per unit $ 1,274/per unit Commercial lodging $ 973/per unit $ 1,281/ er unit Commercial/office $ 1,994/per sq ft $ 2,625/ er sq ft Industrial uses $ 1,208/per sq ft $ 1,591/ er s ft These increases reflect the cost escalation rates adopted by SANBAG, including a 12.7% percent increase for 2005 and a 12.9% percent increase for 2006, because the original cost estimates were based upon 2004 costs. In addition, the increases reflect the cost of the additional projects noted above. COPY 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF 2 SAN BERNARDINO APPROVING AMENDMENT NO. 1 TO RESOLUTION NO. 2006-97 SETTING THE AMOUNT OF CERTAIN DEVELOPMENT IMPACT FEES. 3 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE 4 CITY OF SAN BERNARDINO AS FOLLOWS: 5 SECTION 1. The Mayor and Common Council find: 6 A. A hearing has been held by the Mayor and Common Council pursuant to the 7 8 provisions of Government Code Section 66016 et seq., to consider the levying of 9 development impact fees collected by the Development Services Department, which hearing 10 was held following public notice published in a newspaper of general circulation in the City 11 of San Bernardino. 12 B. Pursuant to Government Code Section 66017(a), the fees modified by this 13 resolution shall become effective 60 days from the effective date of this resolution. 14 SECTION 2.
