Caoital Imorovements Program Finance: Council Notes Agenda Item No. I ~ IIJ5/D1 c c c CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Authorize the Submittal of Two Project Applications for the Seventh Funding Cycle of the Safe Routes to School (SR2S) Program and, if awarded, authorizing the Development Services Department to administer the grant. Background: Established in 1999, the Safe Routes to School (SR2S) program came into effect from the passage and signing of Assembly Bill 1475. Governor Schwarzenegger recently signed legislation extending Senate Bill 1087 for two additional years with a sunset through the end of2008. Section 2333.5 of the Streets and Highways Code calls for Caltrans, in consultation with the California Highway Patrol to "make grants available to local governmental agencies under the program based upon the results of a statewide competition that requires submission of proposals for funding and rates those proposals on several cost/benefit criteria". The SR2S program is a construction program intended to improve and enhance the safety of school-aged pedestrians, bicycle facilities and related infrastructure. It is anticipated that District 8 agencies, which include Riverside and San Bernardino Counties, may receive a total of $3,000,000 to fund their SR2S Projects this funding cycle. The project application deadline is November 16,2007. The City's "School of the Month" Program has been instrumental in identifying desired improvements near schools that would increase the safety of school-aged pedestrians or suggested routes to and from school. Development Services staff has nominated two projects that will contribute to the safety of children for the seventh cycle of the SR2S Program. These project locations have been considered for safety improvement upgrades as a result of school district officials, City Council, citizens, and San Bernardino Police Department requests. The SR2S projects, which require a 10% local match, are prioritized as follows: Local Match SR2S Funds Total Cost 1. Lincoln Elementary School: Install traffic signal $20,600 $185,400 $206,000 2. Lytle Creek Elementary School: Install sidewalks $54,544 $490,396 $544,940 Hillside Elementary School: Install sidewalks " " " Golden Valley Middle School: Install sidewalks " " " Total SR2S7 Project Funding Breakdown: $75,144 $675,796 $750,940 Financial Impact: The maximum State reimbursement ratio for any SR2S project will be 90 percent and the maximum State reimbursement amount for any project will be $500,000. In accordance with that requirement, the City would be obligated to allocate local matching funds of $75,144 if the two projects are awarded. It is anticipated that the local match obligation would come from the Capital Improvements Program funded by the Traffic Systems Fee Fund. If selected, these projects will be added to the FY 2008/09 Capital Improvements Program.
