Subject:
Authorization to establish a 3-Way Stop at the intersection Crestview Avenue and
Wabash Avenue.
Background:
At a recent School of the Month meeting at Bradley Elementary School, parents and
school staff expressed concern about the lack of "stop" controls at the intersection of
Crestview Avenue and Wabash Avenue. Bradley Elementary School is located
immediately adjacent to this "T" intersection. A 3-way stop was requested for increased
safety at the intersection crosswalk.
Both Crestview Avenue and Wabash Avenue are classified as collector streets within this
area. However, both carry relatively low volumes of traffic. Recent traffic counts found that
Crestview Avenue carries approximately 1,500 vehicles per day and Wabash Avenue
carries approximately 1,300 vehicles per day, which qualifies this location to be evaluated
in accordance with City's Administrative Policy for Stop Sign Installation. A petition was
prepared by staff and signed by residents in the vicinity of the intersection.
Traffic Engineering staff evaluated the request and determined that this intersection
meets Warrant "B" of the Administrative Policy (see attachment). This warrant is
satisfied when sixty (60%) percent of the residents located within six-hundred (600) feet
of the proposed stop sign, sign a petition agreeing to the installation and that at least
two other criteria are met. In this case, criteria B-1 and B-2 are met. Part B-1 of the
warrant is met when a school is located within six hundred (600) feet of the intersection
and the intersection is on the suggested route to school. Part B-2 is met when the
streets leading to the intersection do not meet at right angles which is the case at this
intersection.
Since this intersection meets Warrant "B" of the Administrative Policy for Installation of
Stop Signs, staff recommends the installation of a 3-way stop at the intersection of
Wabash Avenue and Crestview Avenue.
Financial Impact:
The estimated cost of $1,200.00 for installing the new stop signs will come from Account
No. 001-402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

Background:

prepared by staff and signed by residents in the vicinity of the intersection.
Traffic Engineering staff evaluated the request and determined that this intersection
meets Warrant "B" of the Administrative Policy (see attachment). This warrant is
