2 RESOLUTION OF THE CITY OF SAN BERNARDINO CALLING A SPECIAL
MUNICIPAL ELECTION AND REQUESTING THE BOARD OF SUPERVISORS OF THE
3 COUNTY OF SAN BERNARDINO TO CONSOLIDATE THE SPECIAL MUNICIPAL
ELECTION WITH THE STATEWIDE PRIMARY ELECTION TO BE HELD ON JUNE 3,
4 1986; AND REPEALING RESOLUTION NO. 86-41.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
6 SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. Recitals.
8 A. The Mayor and Common Council desire to submit to the
9 electors at a special municipal election on June 3, 1986, a
10 certain measure relating to sale of animals for research purposes.
11 B. June 3, 1986 is also the date of a statewide primary
12 election.
13 C. It is desirable that the special municipal election be
14 consolidated with the statewide primary election to be held on the
15 same datel that within the City of San Bernardino the precincts,
16 polling places and election officers for the two elections be the
17 same 1 that the Board of Supervisors of the County of San
18 Bernardino canvass the returns of the City electionl and that the
19 statewide primary election and the special municipal election be
20 held in all respects as if there was only one election.
21 SECTION 2. special Municipal Election. A special municipal
22 election is called and will be held in the City of San Bernardino
23 on Tuesday, June 3, 1986, for the purpose of submitting to the
24 ualified electors of the City, for their approval or disapproval,
25 measure as proposed and submitted by the Mayor and
26 ommon Council by a resolution adopted or to be adopted.

SECTION 3. Request for Consolidation. Pursuant to Section
28 3302 of the Elections Code, the Mayor and Common Council of the
1 city of San Bernardino request that the Board of Supervisors of
2 the County of San Bernardino consolidate the City's special
3 municipal election with the statewide primary election to be held
4 on June 3, 1986.
5 SECTION 4. Measure. The measure to be voted on at the
6 special municipal election as it is to appear on the ballot shall
7 be as follows:

16 The measure shall be designated on the ballot by a letter
17 printed on the left margin of the square containing the
18 description of the measure as provided in the Elections Code of
19 the State of California.
20 SECTION 5. Notice of Election. Within the time prescribed
21 by the Government Code of the State of California, the proposed
22 measure shall be published once in the San Bernardino Sun, a
23 newspaper of general circulation, printed, published and
24 circulated in the City of San Bern~rdino. In addition, and
25 pursuant to the prov isions of . Election Code Section 22832,
26 copies of the proposed measure shall be printed in pamphlet form
27 and mailed to each of the qualified electors of the City, and
28 notices shall be published in the San Bernardino Sun as required

1 by Government Code Section 34456 to the effect that additional
2 copies of the proposed measure may be obtained from the City Clerk
3 upon request.
4 SECTION 6. Canvass of Returns by Board of Supervisors. The
5 Board of Supervisors of the County of San Bernardino is authorized
6 to canvass the returns of the special municipal election called by
7 this resolution, and to conduct the special municipal election and
8 the statewide primary election in all respects as if there were
9 only one election with only one form of ballot.
10 SECTION 7. Conduct of Election. The special municipal
11 election called by this resolution shall be held in such precincts

12 and at such polling places as shall be determined by the Registrar
13 of Voters of the County of San Bernardino. The Board of
14 supervisors of the County of San Bernardino is hereby requested to
15 issue instructions to the Registrar of Voters to take all steps
16 necessary for the holding of the consolidated election. The Mayor
17 is hereby authorized to execute a contract for the services
18 necessary for conducting the municipal election.
19 SECTION 8. Submission of Arguments and Rebuttal Arguments.
20 A. The Mayor and Common Councilor any member authorized by
21 Councilor any registered voter or bona fide association of
22 citizens entitled to vote on the proposal is invited to submit and
23 file with the City Clerk for printing and distribution in the
24 ballot pamphlet an argument for or against the measure. Such
25 argument shall not exceed three hundred words in length, shall be
26 accompanied by no more than five signatures, and shall be
27 accompanied by the statement in Section 5350 of the Elections
28 Code.

1 B. The last day for submission of primary arguments for or
2 against the measure has been established as 4:30 p.m. on Tuesday,
3 March 4, 1986, in the City Clerk's Office, Second Floor, City
4 Hall, 300 North "D" Street, San Bernardino.
5 C. The last day for receipt of rebuttal arguments is 4:30
6 p.m. on Tuesday, March 11, 1986, in the City Clerk's Office at the
7 above locat ion.
8 SECTION 9. Filing of Resolution. The City Clerk of the City
9 of San Bernardino is directed to file a certified copy of this
10 resolution with the Board of Supervisors of the County of San
11 Bernardino, and a copy to the Registrar of Voters of the County of
12 San Bernardino.
13 SECTION 10. Resolution No. 86-41 is hereby repealed.
