RESOLUTION NO. 82-
RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE APPLICATION
FOR BLOCK GRANT FUNDS UNDER THE PROVISIONS OF THE ROBERTI-Z'BERG URBAN
OPEN -SPACE AND RECREATION PROGRAM FOR REFURBISHMENT OF IRRIGATION SYSTEMS
AT MEADOWBROOK PARK, NUNEZ PARK, DELMANN HEIGHTS PARK, WILDWOOD PARK AND
PERRIS HILL PARK.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. Recitals:
(a) The people of the State of California have enacted the Roberti-
Z'Berg Urban Open -Space and Recreation Program Act (Public Resources Code
Sections 5620, et seq.) which provided funds to the State of California
and local agencies for acquiring lands and developing facilities for public
outdoor recreation purposes.
(b) The State Department of Parks and Recreation has been delegated the
responsibility to administer the program, and to establish procedures govern-
ing application by local agencies for funds.
(c) Procedures established by the State Department of Parks and Rec-
reation require the applicant to authorize by resolution the filing of
applications for funding.
(d) Public Resources Code Section 5626 requires grant applicants to
certify compliance with certain laws and regulations.
(e) Adopted procedures require the applicant to have adopted a plan
showing parks and recreation lands and facilities, existing and proposed.
(f) The City's General Plan was first adopted by the Mayor and Common
Council on October 3, 1964.
(g) The proposed projects at Meadowbrook Park, Nunez Park, Delmann
Heights Park, Wildwood Park and Perris Hill Park appear on the City's Gen-
eral Plan. The Plan is consistent with the California Outdoor Recreation
Resources Plan and is in conformity with the State Environmental Goals and
Policy Report.
(h) The project is compatible with the land use plans of those
jurisdictions immediately surrounding the project.

4 SECTION 3. The Mayor and Common Council certify that the City of San
5 Bernardino understands the certifications set forth in the application, and
6 authorizes the City Attorney to make the certifications.
7 SECTION 4. The Mayor and Common Council certify that the City of San
8 Bernardino has or will have sufficient funds to operate and maintain the pro -
9 ject.
10 SECTION 5. The Mayor and Common Council certify that the City of San
11 Bernardino meets the planning requirements and that the project is compatible
12 with the land use plans of those jurisdictions immediately surrounding the
13 project.
14 SECTION 6. The Director of Park and Recreation Department of the City
15 of San Bernardino is authorized and directed to execute on behalf of the
16 City the application for block grant funds under the provisions of the
17 Roberti-Z'Berg Urban Open -Space and Recreation Program, a copy of which is
18 attached, marked Exhibit "A". The Director of Park and Recreation Department
19 is authorized to administer any grant funds which may be received, and to
20 provide to the State of California such additional information as may be re -
21 qui red.
22 I HEREBY CERTIFY that the foregoing resolution was duly adopted by the
23 Mayor and Common Council of the City of San Bernardino at a rPanlar
24 meeting thereof, held on the 2nd day of August 1982, by the
25 following vote, to wit:
