STAFF REPORT
Subject:
Resolution awards a contract to RePipe — California, Inc. for Sewer Line Rehabilitation by Cured-In-
Place (CIPP) Method. The project locations are Sierra Way from 30th Street to 34th Street (SW-E),
Sierra Way from Parkdale Street to 40th Street(SW07-04) and Northpark Boulevard from "H" Street to
Mayfield Avenue (SW07-05),per Project Plan No. 12148.
Background:
This project consists of the following:
1. Cleaning of sewer main.
2. Installation of new CIPP material.
3. Videotaping and cutting of laterals.
The plans and specifications for this project were completed and the project was opened to public
bidding on July 10, 2007. The project was advertised locally in the San Bernardino County Sun
Newspaper, F. W. Dodge, Construction Bid Board, High Desert Plan Room, San Diego Daily
Transcript, Sub-Hub Online Plan Room, Reed Construction Data, Bid America Online, Construction
Bid Source, Bid Ocean, the City's web sites, and with the San Bernardino Area Chamber of
Commerce.
Bids have been received and are listed below:

Based on review of the sealed competitive bids received, staff has determined RePipe—California, Inc.
of Ontario, the apparent low bidder, has met the minimum requirements of the specifications and bid
guidelines; and, therefore, recommends that the Mayor and Common Council award the referenced
contract to RePipe—California, Inc.
The estimated project costs are as follows:
Construction Cost(Basic Bid) $ 211,861.00
Contract Management and Inspection(Approx. 15%)+/- $ 31,779.00
-Contingencies(Approx. 15%) $ 31,860.00
Estimated Total Project Cost $ 275,500.00
If approved, this project is expected to begin construction in October of 2007 and be completed by
December of 2007.

Financial Impact:
Sufficient funds are available in Acct. No. 132-431-5505-7701 "Miscellaneous Sewer Repairs," Acct.
No. 132-431-5504-7705 "Northpark Boulevard Sewer Repairs," and Acct. No. 132-431-5504-7704
"Sierra Way Sewer Repairs." If replacement of sewer main is required, it will be necessary to repave
the street after the work is done.
Recommendation:
Adopt Resolution.

2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
3 BERNARDINO AWARDING A CONTRACT TO REPIPE — CALIFORNIA, INC. FOR
SEWER LINE REHABILITATION BY CURED-IN-PLACE (CIPP) METHOD, TWO
4 LOCATIONS IN SIERRA WAY AND ONE LOCATION IN NORTHPARK
5 BOULEVARD (SW-E, SW07-04, SW07-05), PER PROJECT PLAN NO. 12148.
6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
7 CITY OF SAN BERNARDINO AS FOLLOWS:
8 SECTION 1. RePipe - California, Inc. 5525 E. Gibraltar Street, Ontario, CA 91764, is
9 the lowest responsible bidder for sewer line rehabilitation by cured-in-place (CIPP) method, two
10 locations in Sierra Way and one location in Northpark Boulevard (SW-E, SW07-04, SW07-05), per
11
12 Project Plan No. 12148. A contract is awarded accordingly to said bidder in a total amount of
13 $211,861.00, with a contingency amount of$31,860.00, but such award shall be effective only
14 upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The
15 City Manager is hereby authorized and directed to execute said contract on behalf of the City; a
16 copy of the contract is on file in the office of the City Clerk and incorporated herein by
17 reference as fully as though set forth at length.
18 SECTION 2. This contract and any amendment or modifications thereto shall not take
19
20 effect or become operative until fully signed and executed by the parties and no party shall be
21 obligated hereunder until the time of such full execution. No oral agreements, amendments,
22 modifications or waivers are intended or authorized and shall not be implied from any act or
23 course of conduct of any party.
24 SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
25 within sixty(60) days of passage of the resolution.
