Synopsis of Previous Council Action:
Sept. 19,2007 - Ways and Means Committee recommended the approval of the item.
Recommended motion:
That the request for a waiver offees in the amount of$12,580.74 for department persormel costs
associated with the 10'h Annual Fiesta de la Familia scheduled for October 20 - 21, 2007, be
approved; and that $12,580.74 be transferred from the civic and promotional fund into the Police
Department account to recover their costs incurred for the Fiesta de la Familia event.

Subject:
Request for waiver of fees - Fiesta de la Familia - October 20 -21, 2007.
Background
La Prensa and the Press-Enterprise continues its mission of giving back to the community by
providing a weekend of education, information, activities, and entertainment at the Fiesta de la
Familia which is celebrating its 10th year. Fiesta de la Familia began in 1997 at Fairmount Park
in Riverside and in subsequent years moved to the streets of downtown Riverside. To celebrate
its 10th year, La Prensa, the Press-Enterprise's weekly Spanish newspaper, along with the Press-
Enterprise felt it was the perfect time to move the event to San Bernardino. La Prensa is located
in the City of San Bernardino.
This year the event will be held at Arrowhead Credit Union Park. This is an alcohol-free and
tobacco-free event and is advertised as a family event. The Fiesta will begin on Friday, October
19 from l2pm - 5pm. There will be a Mariachi Contest consisting of up to 50 Mariachi bands
competing. The judging will be done by the members of Mariachi Sol de Mexico and Mariachi
Reyna de Los Angeles. This event will be open to the public, there will be concession stands
open by Arrowhead Credit Union Park, but there will not be vendors. Two winning groups will

be named and will be the opening acts on Saturday and Sunday, plus each group will win $1,000.
All activities will be contained in the Park.
Saturday, October 20 from lOam - 6pm and Sunday, October 21 from lOam - 4pm will be the
celebration for Fiesta de la Familia. There will be two stages of entertainment collectively
bringing the color and pageantry of Hispanic heritage to life with regional and local artists,
professional musicians and community based cultural dancers and performers. Saturday's event.
will close with the music of Granuny-nominated Mariachi Sol de Mexico. Sunday's event will
close with music of America's first all-female group, Mariachi Reyna de Los Angeles.
The event will have up to 100 booths with vendors selling food and wares. There is an art
contest to promote community involvement. The winning art will be used in all Fiesta de la
Familia print and collateral with a $500 cash prize to winner. There will be an exhibition area to
display all of the art entrants. There will be a Kids Zone which will include an Identification
program where parents can register and fingerprint their children for safety.
Expected attendance is estimated at 5,000 for Friday's Mariachi contest and full capacity for
Saturday and Sunday, approximately 19,000 each day.

The Mayor's Office is requesting $ 12,580.74 to offset the cost for Police services for October
20th and October 21 st. La Prensa and the Press-Enterprise and additional sponsors will be
covering the other costs associated with the event.
