SUBJECT
Resolution of the City of San Bernardino ratifying the Police Department's submittal of the FY 2007
State Homeland Security Grant Program (SHSGP) grant application to the County Office of
Emergency Services.
BACKGROUND
On August 6, 2007, the Mayor and Common Council approved Resolution #2007-327 ratifying the
submittal of a FY 2007 Homeland Security Grant application by the Police Department to the County
Office of Emergency Services. In the first phase of the Homeland Security Grant process, law
enforcement agencies submitted regional projects to enhance homeland security and committed ten-
percent (l0%) of the per capita allocation received in FY 2006/07 for homeland security training. For
a regional project, the Police Department proposed to design and construct a CBRNE (chemical,
biological, radioactive, nuclear, and explosive) first response and rescue vehicle that would be pre-
positioned at the San Bernardino International Airport to respond to terrorist incidents. Additionally,
the Police Department earmarked $14,600 in FY 2007 Homeland Security Grant funding to provide
additional homeland security training for managers, supervisors, and line personnel.
In early August 2007 the County Approval Authority met to review the regional proposals and to
determine each agency's per capita allocation for various FY 2007/08 Homeland Security grants for
individual projects. In FY 2007/08, the Police Department will receive $22,967 in State Homeland
Security Grant Program (SHSGP) funds for individual projects. There is no grant cash match
requirement. The proposed project and the supporting expenditure plan were submitted electronically
to the County Office of Emergency Services on August 20, 2007 to meet the application submission
deadline.
The Police Department is proposing to use the FY 2007/08 SHSGP to purchase two (2) void area video
search camera kits for searching in confined spaces with limited physical access. The void area search
cameras will be pre-positioned in an existing CBRNE response vehicle that is maintained at the central
police facility. The cameras will be used by members of the department's Multiple Enforcement Team
(MET) who have been designated as the first responders to terrorist incidents. They have received
extensive first response training and conduct ongoing training, including tactical rescues of injured
officers and civilians.
The Chairperson of the Grants Committee recommended that this item be sent directly to the full
Council for approval.
FINANCIAL IMPACT
There will be no impact on the City's General Fund. The Police Department will be using a total of
$22,967 in FY 2007 SHSGP funds to purchase two (2) void area video search camera kits.

SECTION 1: That the Mayor and Common Council of the City of San Bernardino
hereby ratifY the Police Department's submittal of the FY 2007 State Homeland Security Grant
Program grant application to the County Office of Emergency Services.
SECTION 2: The Mayor and Common Council of the City of San Bernardino
authorize the Police Department to administer and expend FY 2007 State Homeland Security
Grant Program funds in the amount of $22,967 as outlined in the attached Expenditure Plans
submitted by the Chief of Police.

Video Search Cameras
Overview
The City of San Bernardino is the county seat and largest city in the county of
San Bernardino. Located in the east San Bernardino valley, the city is partially
encircled by Highland, Redlands, Loma Linda, Grand Terrace, Colton, Rialto, and
Fontana. The aggregate population of the east valley is estimated at 675,000.
Two major freeways pass through the city, serving as interstate transportation
nodes for travelers entering California from Arizona to the east and Nevada to
the north, traveling to Los Angeles, Orange and San Diego counties.
These attributes are the impetus for a high potential for terrorist incidents to
occur or be planned in the city of San Bernardino, or for terrorists to pass through
the city limits en route to higher profile targets in southern California.
Proposal
The Police Department proposes using SHSGP funds to purchase two (2) void
area video search camera kits for searching in confined spaces with limited
physical access. The cameras will be pre-positioned in an existing CBRNE
response vehicle that is maintained at the central police facility. The cameras will
be used by members of the department's Multiple Enforcement Team (MET)
which has been designated as the first responders to terrorist incidents. They
have received extensive first response training and conduct ongoing training,
including tactical rescues of injured officers and civilians.
