Resolution ratifying the submittal of the FY 2007 Homeland Security Grant Program
budget detail worksheet to the San Bernardino County Fire Department, Office of
Emergency Services.
BACKGROUND:
The Department of Homeland Security has consolidated the administration of several grant
programs within one application package. The 2007 Homeland Security Grant Program
and the 2007 Metropolitan Medical Response System Program (also on today's agenda)
are both under this consolidation. The San Bernardino County Fire Department, Office of
Emergency Services is required to administer the grants. San Bernardino County will
submit all surrounding local jurisdictions budget detail worksheets to the Department of
Homeland Security for approval.

The Homeland Security Grant Program seeks to build on progress towards enhancing the
capabilities of state and local first responders by providing funding for emergency
prevention, preparedness, and response personnel to prevent, deter, respond to and recover
from threats and incidents of terrorism.
On August 3, 2007, the San Bernardino County Fire Department notified all local
jurisdictions of the availability of funds from the Department of Homeland Security for the
FY 2007 Homeland Security Grant Program. San Bernardino County allocated funding to
the 34 Fire Districts in the Operational Area on a per capita basis (attachment B). As one of
the operational areas, the Fire Department was required to submit the budget detail
worksheet (attachment A) by August 20, 2007. The performance period for the grant will.
start when the grant is awarded and will end one year after the performance period begins.
On August 22, 2007, the Grants Ad Hoc Committee Chair agreed that this item could be
taken directly to Council.
The City's allocation is $13,827 for the FY 2007 Homeland Security Grant. Funding is to
procure Disaster Family Awareness and Preparedness Guides. Family Disaster Plan Guides
will be developed and distributed to the community through disaster preparedness
community education events, to educate the community on better preparing themselves
and their family for disasters. The city will also partner with the San Bernardino Sun in
the development ofa Disaster Awareness Guide 2007, which will provide a broad base of
disaster preparedness, fire safety, and law enforcement educational and resource
information.

FIN..\.c~CIAL I;\<IPACT:
The City of San Bernardino will receive funding in the amount of 513,827. There is no
match requirement associated with this grant and is 100% federally funded. Payments for
expenditures approved in the grant will be on a reimbursement basis. Therefore, the City
will request reimbursement for expenditures through the County subsequent to
expenditure.
