On April 30, 2007, the Community Development Commission authorized the Chairman of the Redevelopment Agency to
execute a contract with the Urban Land Institute (ULI) to identify development opportunities for the redevelopment of
downtown San Bernardino.

URBAN LAND INSTITUTE (ULI) RECOMMENDATIONS AND FINDINGS -
DOWNTOWN CENTRAL BUSINESS DISTRICT
BACKGROUND/CURRENT ISSUE:
The purpose of the Urban Land Institute's CULl") visit was to study and make recommended
strategies and actions for the City of San Bernardino ("City") and the County of San Bernardino
("County") to consider, relative to land use, transportation, lifestyle, urban design, commerce and
government that would bring physical and economic vitality back to the Central Business District
("CBD"), commonly referred to as Downtown (See Map attached hereto as Exhibit "A"). Moreover,
ULI was asked to provide recommendations and proposals for the City and the County to implement
with the goal of redeveloping and reenergizing downtown San Bernardino, including providing a
recommendation to the County with regard to where would be the best fit or location for the new
County Government Center.
ULI began their study and analysis of the CBD during the week of June 24, 2007, and completed a
presentation of their overview and recommendations on June 29, 2007. The ULI recommendations
include, but are not limited to, the following:
. Steps should be taken to clean and maintain the downtown area and enhance the esthetics of the
streets with plantings and other amenities; work on developing a safe and positive image for
downtown San Bernardino; downtown must be a clean, safe and friendly community.
. Development of the San Bernardino County Government Center as a Campus on the existing
35-acre site between Arrowhead Avenue and Sierra Way.
. Clear the entire site of the existing Carousel Mall and restore the City's historic street grid
through the site and redevelop the site as a contemporary mixed-use urban village in the
vicinity of 700 units with supporting retail, office and residential uses.
. Celebrate the waters of the City by creating a linear park and stream system that restores
existing natural streams that have previously been diverted to underground pipes/culverts.
Extend canals and fountains beyond the natural systems in order to provide cool "green
pedestrian streets" for residents to walk or bike downtown.
. Continue revitalization of the surrounding near-downtown residential neighborhoods with Code
Enforcement, in-fill housing and streetscape improvements.
. Attract people to the downtown through special events and other regular programming.
. Engage San Bernardino citizens in the process of envisioning and developing the future of
downtown.

. Relocate the proposed Arrowhead Credit Union Headquarters closer to downtown, or north of
the Arrowhead Stadium.
. Locate the inter-modal bus transfer center adjacent to the Santa Fe train depot.
. Redevelop the area bounded by 6th and 9th Streets and "G" and "D" Streets to the north of the
CBD to create an Education Park.
. City and County should partner with private sector business leaders/developers and become
known as a "development-friendly" community.
. Hire a Chief Development Officer ("Champion") either on Staff or as a Consultant, whose job
is to ensure that downtown development projects stay on track and on time.
. Adopt and enforce design standards and guidelines to ensure an appealing environment and
invest public funds in the revitalization of the CBD.
. Designate an arts/entertainment district that embraces the existing theatres, historic buildings
on "E" Street and buildings along Court and 4th Streets.
ULI emphasized that the City should create a system of lakes, trails and parks that link neighborhoods
and beyond; this green system would be linked through the new County campus and extended into
areas that are presently used for parking and extended onto "E" Street, where "E" Street can act as the
center of activity in the new downtown; the green system should be extended across the freeway and
into neighborhoods to the west of the downtown adjacent to the Santa Fe Depot; and lastly, the
redevelopment plan for downtown should include a new gateway at the entry point area of 2nd Street
off the 1-215 Freeway denoting an impression of a peaceful, secure and beautiful place to live, work
and play.
Finally, ULI believes that although significant challenges must be overcome before downtown can be
revitalized; the challenges are achievable by realignment of resources to take advantage of the
opportunities presented by the downtown's locational advantages. Moreover, implementing the
recommended strategies will require collaboration between the City, County, State and public and
private sectors. It will demand citizen participation from people of different walks and backgrounds
and more than anything, it will demand consistent disciplined public policy.
In closing, on July 17, 2007, the County Board of Supervisors considered the recommendations of the
ULI and directed staff to begin designing their new County Government Center in their current
location. The Board also embraced many of the ULI's recommendations as noted in the attached
August 1, 2007 letter from Chairman Paul Biane to Mayor Morris. The Board is committed to moving
ahead with their plans to add up to 500,000 square feet of new space to accommodate the growth of the
many County services consistent with the recommendations of the ULI and to that end, asks that the
City make a commitment to a focused and concerted redevelopment plan for downtown.

Dear Mayor Morris,
The Urban Land Institute panel made some bold and important recommendations for revitalizing
downtown San Bernardino. The San Bernardino County Board of Supervisors discussed those
recommendations dUring its July 17, 2007 meeting and directed County staff to begin the process
of designing the much-needed expansion of the County Government Center on this campus. The
Board's direction included:
. The concept of resurrecting Town Creek as a dramatic water feature that could flow through
the County property, creating a greenway that would connect to the rest of downtown
. Space for commercial and retail development
. Structured parking
. Environmentally sensitive design
. Continued dialogue with the City regarding implementation strategies for the broader ULI
vision
We believe that a concerted, focused effort on the downtown area, as articulated in the ULI
presentation, will result in positive, long-term improvements. The Board of Supervisors is
committed to moving ahead with its plans to add 450,000 to 500,000 square feet of new space to
accommodate growth in County programs and services in a manner as consistent as possible with
the ULI study.
We look forward to a similar commitment and focused approach from the City Council so that we
can be assured our critical partner in implementing a new vision for downtown is prepared to move
ahead with us.
