Synopsis of Previous Council Action:
On August 14,2007 Personnel Committee recommended this item for Mayor and Common
Council approval.
Recommended Motion:
1. Increase the salary for the position of Recreation Specialist from $9.00-$10.50 per hour
to $10.60-$12.30 per hour effective 09/01/07.
Increase the salary for the position of Senior Recreation Leader from $8.00-$8.80 per
hour to $9.25-$10.90 per hour effective 09/01/07.
Increase the salary for the position of Recreation Leader from $8.20-$8.60 per hour to
$8.20-$9.60 per hour effective 09/01/07.
Increase the salary for the position of Lifeguard from $8.00-$9.50 per hour to $9.05-
$10.70 per hour effective 09/01/07.
Increase the salary for the position of Senior Lifeguard from $9.50-$11.00 per hour to
$10.70-$12.60 per hour effective 09/01/07.
Increase the salary for the position of Pool Manager I from $11.00-$13.00 per hour to
$12.15-$14.30 per hour effective 09/01/07.
Increase the salary for the position of Pool Manager II from $12.50-$14.00 per hour to
$13.40-$16.30 per hour effective 09/01/07.
Authorize an additional $.50 increase effective 01/01/08 for these classifications.

The Parks & Recreation Department provides multiple recreational services for the community of San
Bernardino. These activities may include: Adult Classes and Sports, Senior Services, Youth Classes and
Sports, After School Activities, Parks, and Aquatics Programs & Facilities to name a few.
In Addition, the California Legislature enacted legislation, signed by the Governor of California, raising the
minimum wage for all industries. This new hourly wage increase has caused compaction issues between
existing Aquatic and Recreation positions within the organization.
In an effort to recruit and retain qualified applicants/employees, the Parks & Recreation Department is
proposing to increase the part-time salaries to the median plus an additional 5% (See attached Salary
Survey). The proposed wage increase will allow the City to be more competitive in the current job market
resulting in attracting qualified applicants.
The following salary modifications are recommended effective on 09/01/07:

In addition, a proposed $.50 increase, effective 01/01/08, is recommended to keep pace with the upcoming
minimum wage increase effective the same date:

The Human Resources Department reviewed and confirmed the survey information and recommends the
_roposed salary increases.
Financial Impact:
Funds were included in the Parks & Recreation Department for FY 07-08. The budget for these part-time
salary increases is estimated to have a total cost of$37,000 in FY 07-08.
Recommendation:
I. Increase the salary for the position of Recreation Specialist from $9.00-$10.50 per hour to $10.60-$12.30
per hour effective 09/01/07.
2. Increase the salary for the position of Senior Recreation Leader from $8.00-$8.80 per hour to $9.25-
$10.90 per hour effective 09/01/07.
3. Increase the salary for the position of Recreation Leader from $8.20-$8.60 per hour to $8.20-$9.60 per
hour effective 09/01107.
4. Increase the salary for the position of Lifeguard from $8.00-$9.50 per hour to $9.05-$10.70 per hour
effective 09/01107.
5. Increase the salary for the position of Senior Lifeguard from $9.50-$11.00 per hour to $10.70-$12.60 per
hour effective 09/01107.
6. Increase the salary for the position of Pool Manager! from $11.00-$13.00 per hour to $12.15-$14.30 per
hour effective 09/01/07.
7. Increase the salary for the position of Pool Manager II from $12.50-$14.00 per hour to $13.40-$16.30 per
hour effective 09/01107.
_. Authorize an additional $.50 increase effective 01101108 for these classifications.
9. Authorize the Human Resources Department to update Resolution 6413.
