STAFF REPORT
SUBJECT
Request authorization to donate two (2) older model police vehicles to the Inland Valley
Development Agency (LV.DA)/San Bernardino International Airport Authority (S.B.LA.A.),
for use by the Airport Security Force.
BACKGROUND
Previously the City of San Bernardino donated police vehicles to the Inland Valley Development
Agency (LV.D.A.) for use by the Airport Security Force.
The donated vehicles were determined to be non-serviceable for police use, due to high mileage
and/or increasing maintenance costs. These vehicles are generally auctioned and the proceeds
placed into the City General Fund.
The donation of two vehicles to the Airport Security Force would allow replacement of two (2)
vehicles no longer usable due to major mechanical damage and/or unserviceability. This would
enable Airport Security to continue security efforts at the airport and continue to assist the San
Bernardino Police Department by responding to calls for service within our areas of security
responsibility.
With the transfer of title for these vehicles, the City would remove themselves from liability.
Insurance, registration and maintenance would be the responsibility of the LV.D.A.lS.B.LA.A.
FINANCIAL IMPACT
It is estimated that the possible revenue from auction of these vehicles might be from $2,500 to
$3,000 each, totaling from $5,000 to $6,000. Potential revenue will not be realized upon
donation of these vehicles to the LV.D.A. Per Fleet Director, Don Johnson, the above figure is
derived based upon age, wear, and mileage per used vehicle. Mr. Johnson believes that there
would not be any appreciable salvage value to be derived from the sale of the units currently
owned by the LV.D.A.
RECOMMENDATION
Staff recommends that the Mayor and Common Council adopt said resolution authorizing the
donation of two (2) older model police vehicles to the Inland Valley Development Agency
(LV.D.A.)/San Bernardino International Airport Authority (S.B.LAA), for use by the Airport
Security Force.

The Airport Security Force is in need of replacement vehicles for their patrol fleet. The current
ones are either inoperable or the cost prohibitive to repair. Without units in good working order,
the ability of ASF personnel to provide security and to assist SBPD in responding to cans for
service on airport property would be hampered.
Recommendation
Submit Request for City Council Action, requesting approval from the Mayor and Common
Council for the City of San Bernardino to donate two (2) used police vehicles (that have been
removed from the SBPD Patrol fleet) to the Inland Vaney Development Agency (IVDA) for use
by the Airport Security Force.
Findinl!s
The City of San Bernardino have previously donated used police vehicles to the IVDA for use by
the Airport Security Force (ASF), the most recent occurring in January 1999, when the City
donated three used police vehicles. Currently the ASF have several units, which through constant
round-the-clock use, results in the vehicles becoming inoperable. The expense of repairing them
has become cost prohibitive relative to the value of the unit.
The partnership enjoyed by the City of San Bernardino and the IVDA remains constant due to
the mutual acknowledgement oflogistical needs and the sharing of resources to fin those needs.
As in the past, with the transfer of title for the donated vehicles, the City of San Bernardino
would remove themselves from liability. Registration, insurance, and maintenance would
become the responsibility of the IVDA.

SECTION 1.
The Mayor of the City of San Bernardino is hereby authorized and directed
to execute on behalf of the City the donation of two (2) older model police vehicles to the Inland
Valley Development Agency (I.V.D.A.)/San Bernardino International Airport Authority
(S.B.I.A.A.) for use by the Airport Security Force.
