Synopsis of Previous Council Action:
July 6, 1998 - Council approved Resolution 98-189 for the landscape maintenance contracts for the downtown
facilities, south site facilities, parking lots and medians, and the San Bernardino Stadium.
March 5, 2001 - Council directed staff to meet and confer with the affected bargaining units to discuss an increase to
Park Lawn Mowing Contract Services.
Recommended motion:
Motion No. 1 - Adopt Resolution
Motion No. 2 - That the Director of Finance be authorized to do a budget amendment transferring $65,000 from
Account No. 001-382-5011 (salaries permanent/full-time) to Account No. 001-382-5506 (landscape contracts).

Staff Report
Subiect:
Resolution awarding a Purchase Agreement to TruGreen Landcare for Park Lawn Mowing
Services at seven (7) park locations for a period of fifteen (15) months in accordance with bid
specification F 01-58, Al Guhin Park, Anne Shirrells Park, Blair Park, Delmann Heights Park,
Hudson Park, Littlefield Shultis Park, and Spiecher Park.
Backl!round:
At the Council meeting of March 5, 2001, staff was directed to meet and confer with the San
Bernardino Public Employees Association per the Memorandum of Understanding concerning
contracting of services. Staff met with the Union on March 6, 2001. As a final action, the
Human Resources Director sent a letter to the Union addressing the issues that SBPEA had
identified, with a request for a follow up response if they had any further questions or concerns.
No response was received from the Union.
The proposed purchase order is for Contract Lawn Mowing Services for the above locations for a
period of fifteen (15) months to be utilized in weekly and bi-weekly operations by the Parks,
Recreation and Community Services Department.
The Parks, Recreation and Community Services Department prepared the appropriate
specifications and the purchasing division of the Finance Department published and furnished
contract bid documents to nine (9) vendors and the Chamber of Commerce. Contract bid
documents were advertised in the Sun Newspaper and the City Web Page; bids were publicly
opened and declared on March 15,2001. The following is a summary of bids received.

Specifications as bid have been reviewed by the Superintendent of Parks, who checked
references and background of the contractor and determined that the bid of TruGreen Landscape
meets specifications and requirements. It is therefore recommended that the bid be accepted for
contract for a period of May 8, 2001 through August 9, 2002. The fifteen (15) month contract
will provide the Parks, Recreation and Community Services Department the opportunity to
evaluate the performance of contracted lawn mowing services.

Financial ImDact:
The contract mowing of these sites will result in the elimination of two (2) vacant Park
Maintenance Worker I positions, for a savings of $77,300, providing a net savings of$14,800 to
the general fund for the fifteen month period.
Recommendation:
Adopt Resolution.

RESOLUTION NO.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That TruGreen Landcare is the lowest and best responsible bidder for the
furnishing and delivery of landscape maintenance services for the period of fifteen (IS) months
beginning May 8, 2001 and terminating on August 9, 2002, in accordance with Bid Specification
F-Ol-S8, for a total amount of $62,474.70, and, as such, the City is authorized to enter into the
standard purchase agreement with TruGreen Landcare; pursuant to this determination, the

15 issuance of a purchase order by the Purchasing Manager to TruGreen Landcare in the amount of

$62,474.70 is hereby authorized; and all other quotations therefore are hereby rejected.
SECTION 2. The authorization to execute the above referenced agreement is rescinded
if the parties to the agreement fail to execute it within sixty (60) days of the passage of this
resolution.
