Recommended Motion:
1) Approve Plan No. 10059 and authorize the City Engineer to advertise for bids for
installation of a signalized pedestrian crossing signal on 4th Street at 200 feet West of "E"
Street; and
2) Authorize the Director of Finance to amend the 2000/01 CIP budget to transfer $70,000
from Account No. 126-369-5504-7053 (Pedestrian signal-5th Street from "H" Street to
Sierra Way) and $12,000 from Unappropriated Gas Tax fund balance to Account No. 126-
369-5504-7186 (Installation of a signalized pedestrian crossing signal on 4th Street 200 feet
West of "E" Street).

Staff Report

Request for transfer of funds, approval of Plan and authorization to advertise for bids for
Signalized Pedestrian Crossing on 4th Street between "F" Street and "E" Street Per Plan No.
10059.
Backl!round:
Patrons of the new Cinemastar Theater Complex are allowed to park within the parking
structure of the Carousel Mall. The parking structure is located on the south side of 4th Street
between "F" Street and "E" Street. An opening to the parking area was constructed to allow
pedestrians more direct access to the theater complex. The opening is on 4th Street between
"F" Street and "E" Street directly across from the entrance to the theater. This has resulted in
a number of pedestrians crossing the street at the mid-block point, thereby creating a
potentially unsafe condition for themselves and for motorists travelling this section of 4th
Street.
To resolve this situation, staff recommends that a signalized pedestrian controlled crossing be
installed at this location assigning right-of-way to pedestrian traffic while causing a minimum
delay to motorists.
The Plan and Specifications for this project are complete and the project is ready to be
advertised for bid.
The estimated project costs for this project are as follows:
Construction $62,500
Engineering and Inspection $ 9,375
Continl!encies +/- 15% $10,125
Total $82,000
Financial Impact:
Financing for this project was not included in the current CIP. Therefore, staff proposes to
transfer $70,000 from Account No. 126-369-5504-7053 (5th Street from "H" Street to Sierra
Way-Pedestrian Signal). The remaining $12,000 is being transferred from an unappropriated
Gas Tax fund balance. There are sufficient funds available in this fund to accommodate the
transfer.
The pedestrian signals along 5th Street from "H" Street to Sierra Way were all completed, with
the exception of the intersection at 5th and "H" Streets. "H" Street is within Caltrans right-of-
way and upgrading the signal at this location would be under their jurisdiction.

The City would however, be required to provide local funds for work performed at this
location because
the intersecting legs of the intersection are within our right-of-way. Staff is recommending
that funds be budgeted for this project when Caltrans is prepared to upgrade this signal.
This action will exhaust the funds available in Account No. 126-369-5504-7053.
Recommendation:
That the Mayor and Common Council approve the transfer of funds, Plan No. 10059, and
authorize the City Engineer to advertise for bids for the installation of a signalized pedestrian
crossing on 4th Street at 200 feet West of "E" Street.
