POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the May
7,2001 Council meeting.
CLASSIFIED
GENERAL FUND
1-2. Enaineerina Assistant II (Camacho. G.: Cianci, T.) - Appointments
DEVELOPMENT SERVICES
The Development Services Department has been understaffed for some time.
This has had a negative impact on the ability of the department to efficiently
maintain an adequate level of service to meet the growing demand on the
department. Filling these positions will alleviate some of the strain for the
Engineering Division and allow for improved customer service.
The Engineering Assistant II positions were vacated when incumbent
Engineering Assistants Ill's were successful in the promotional process for
Associate Engineer. The Engineering Assistant III positions will perform
technical engineering work of moderate difficulty in design, review and planning
of public works and traffic control projects.
3-4. Electrician I (Sauer. D.: Soacone III, H.) - Appointments
DEVELOPMENT SERVICES
These positions are assigned to the Traffic Section of the Engineering Division
responsible for streetlights, lift stations, all parks, parking structure lighting,
emergency call out when necessary, etc.
These positions assist with the maintenance of all public lighting facilities which
fall under the jurisdictions of the Street Lighting Section of the Development
Services Engineering Division to include 33 ball fields, 5,000 street lights, 12 lift
stations, parking structures, etc.
5. Identification Technician I (Tunell. C.) - Promotion
POLICE
The Identification Bureau has an authorized strength of ten (10) Identification
Technician 1/11 positions and one (1) Identification Technician III (Supervisor).
Currently, one (1) Identification Technician 1/11 position is vacant, a ten percent
vacancy factor.

The Identification Bureau provides 24-hour, 7-day-a-week support service to
Patrol and Investigations Division personnel. Cost savings associated with this
vacancy are entirely offset with backfilling the position with fulltime Identification
Technician II personnel working on an overtime basis.
Filling this position will eliminate the need to backfill a vacant position, reduce
overtime costs, reduce stress to incumbent Identification Technician II personnel
caused by working overtime and improve moral.
7. Communitv Service Representative I (Wine. M.) - Appointment
POLICE
There are currently two (2) openings in our Community Service Representative I
(CSRI) position. These positions will allow the Police Department to assign each
of them to the front desk or the field depending on assignment requests by
others. This will increase the efficiency of service to the public to respond to calls
for service or walk-in and telephone inquiries. This position is critical in
increasing police officers ability to take more critical emergency calls.
15. Reaistered Veterinarian Technician (Hoffman. V.) - Appointment
(Provisional) ANIMAL CONTROL
The Registered Veterinarian Technician is the working supervisor for the Animal
Shelter Technicians who clean, medicate, feed and care for all shelter animals.
They provide "in person" services to the public such as adoptions, redemptions,
receiving and general information with animals/problems. Filling this position will
allow the shelter staff to provide adequate care and treatment to the animals and
bring the staff levels for the shelter to their full total of five (5). Recruitment has
begun for a permanent appointment.
16-17. Enaineerina Associate (Blvmiller. R.: Sepulveda. R.) - Promotions
DEVELOPMENT SERVICES
These vacancies are a result of incumbents successfully completing the
promotional process from Associate Engineer to Senior Civil Engineering. The
Engineering Associate vacancies are being filled through the successful
completion of the promotional opportunities from Engineering Assistant III to
Associate Engineer.
These positions are critical to the division as journey-level professionals
providing a whole range of design, review and planning of public works and traffic
control projects. One (1) of the positions will assist the Senior Civil Engineer for
Design with preparation of plans, specifications, etc., in the City's Capital
Improvement Plan. The position will also assist with the coordination with other
government agencies and utility companies. The other Associate Engineer
position will assist the Senior Civil Engineer for Land Development with

preparation of conditions of approval, plan review and permits for land
development projects. These functions are vital to the ongoing responsibilities of
the division. The filling of these positions will allow for maintenance of service
levels to facilitate effective customer.
18. Identification Technician II (Rhonda A.) - Promotion
POLICE
When Identification Bureau personnel move from Identification Technician I,
considered a probationary trainee position, to the Identification Technician II
position, it is a merit step increase rather than a promotion. The positional
increase occurs when an Identification Technician I demonstrates the skill, ability
and proficiency to be raised to the next level. The increase occurs after review
and recommendation of the unit's supervisor.
The Identification Technician II position was created to retain experienced
employees in the unit because the City had difficulty attracting qualified
candidates for the position. After the City has paid the expense to train and
educate these specialized personnel, it is necessary to provide them an incentive
to stay.
19. Tvoist Clerk II (Wilmore. B.) - Appointment (Provisional)
HUMAN RESOURCES
The Typist Clerk II position is critical in continuing to provide excellent customer
service and assistance to customers at the counter and on the telephone. This
position is also vital in providing clerical support to Risk Management's liability
section. The incumbent has extensive knowledge in all aspects of Human
Resources and offers the clerical skills and attitude needed for this position.
