Subiect:
Approval of Contract Change Order No. One to contract with Bond Blacktop, Inc. for slurry
sealing of various streets, phase X per Plan No. 10126.
Background:
On December 18,2001, the Mayor and Common Council awarded a contract to Bond Blacktop,
Inc. in the amount to $419,190.50 for slurry sealing of various streets, Phase X per Plan No.
10126. The bids ranged from $419,190.50 to $610,370.63 with the second lowest bidder at
$465,836.83.
During construction it became apparent that certain changes should be made to the original
contract to assure an efficient and fully functional project for the cost. The proposed changes are
described in the attached change order.
Due to the deteriorated condition of a number of the streets being slurried and the effects of
heavy rain during the preparation process, over-runs have occurred on Bid Item No.4 "Repair of
Street Cut" and Bid Item No. 6 "Patch Existing Pavement" in the amount of 25% over the
quantities of the bid items indicated in the contract. The total cost of the over-runs on these two
items will be $10,320.13.
Financial Impact:
The total cost of this change order including quantity adjustments is $62,510.13, which is less
than the contingency amount of $65,800.00 allocated by the Mayor and Common Council as part
of the contract award. Sufficient funds are available in Account No. 129-367-5504-7191 and
Account No. 126-369-5504-7187 to cover the cost of this change order plus the cost of overruns.
Recommendation:
That the Mayor and Common Council approve contract change order no. one in the amount of
$52,190.00 to contract with Bond Blacktop, Inc. for slurry sealing of various streets, Phase X per
Plan No. 10126.

JUSTIFICATION:
Item No.1: Based on complaints by residents Staff closely examined Parkside Drive and Broadmoor
Boulevard and found the pavement adjacent to the gutter and median curb to be excessively heaved.
The heaving has caused ponding problems which have caused accelerated deterioration of the
pavement. Staff determined that removal and replacement of the heaved pavements areas would be
costly and, instead, requested that the Contractor provide a proposal to "profile grind" the streets along
the edges of the gutters. The contractor submitted a proposal to profile grind Parkside Drive form 30th
Street to 34th Street and Broadmoor Boulevard from 30th Street to Parkdale Avenue for a distance of
approximately 4 feet from each gutter. The total amount of grinding will be approximately 9,000
square yards. The price proposed for this work of $9,250.00 ($1.03 per square yard) for Broadmoor
Boulevard and $9,000.00 for Parkside, which is consistent with the average unit price of $1.00 per
square yard received from bids for similar projects. See attached proposals from contractor.
Item No 2: During construction it became apparent in area" A" that significant additional skin patching
over the original bid quantity and greater than the 25 % overrun limit established by Section 3-2.2.1
"Contract Unit Prices" of the Standard Specifications would be required to properly prepare the streets
for placement of slurry sealing. The contractor proposed to perform the additional skin patching above
the 25% overrun limit for a lump sum price of $7,500.00. City staff reviewed the proposal based on
the estimated area of additional skin patching and concluded that the price of $7,500.00 represents a
unit price of approximately $0.75 per square foot which is less than the bid item price for skin patching
of $2.05 per square foot. Therefore, staff feels the price proposed by the Contractor is fair and
reasonable for this extra work.
Item No.3: After grinding it became apparent that the reach of Broadmoor Boulevard between 30th
Street and Parkdale Drive was not in satisfactory condition for slurry sealing. Many large cracks larger
than I" were noted and unraveling had occurred due to the grinding. The same problem was observed
on Marshall Boulevard between Waterman Avenue and Parkside Drive. The Contractor recommended
that these streets receive a "Cape" seal due to its deteriorated condition. A cape seal consists of
placement of a chip seal of 3/8" rock followed by a coating of slurry seal material to seal the rocks in
place. This rehabilitation method has been proven to fill the large cracks, restore the wearing surface
and provide 5 to 10 years of additional life of pavement. The Contractor proposed to furnish and install
the Chip seal for $0.15 per square foot and the slurry seal over the chip seal at the $70.00 per ton bid
price. See attached proposals from contractor.
Item No.4: This item is to provide for the slurry coat 'over the chip seal. Approximately 172 tons of
slurry seal material will be required to cover the chip seal. The application of the slurry coat is
necessary to hold the chips in place and to provide a smooth riding surface.

Item No 5: Staff reviewed Harrison Street from Lynwood to 40th Street and determined that the
character of the street, traffic speed and traffic volume did not make it a good candidate for slurry
sealing. Therefore it was deleted from the contract.
Item No 6: After start of construction the San Bernardino Municipal Water Department (SBMWD)
advised us that they would be trenching in Parkdale Drive between Waterman Avenue and Valencia
Avenue to install a new water line. The time frame of their proposed work was such that they would
have to excavate through the recently placed slurry. Therefore, staff deleted this reach of Parkdale
Drive from the current slurry seal project. It is proposed to include the street in a future pavement
rehabilitation project.
Item No.7: Based on measured quantities of Slurry Seal used to date, staff is estimating total quantity
placed of 3,220 tons which is approximately 93 tons below the contract quantity of 3,313 tons. This
underrun will result in a reduction in contract amount of 93 tons x $70.00 per ton = $6,500.00
(approx.). This underrun combined with the other adjustment in Slurry Seal quantity does not exceed
25 % of the contract amount, therefore, no adjustment in unit price is required.
