SUBJECT: Request for Fee Waivers - Cinco de Mayo Festival

BACKGROUND
The Hispanic Chamber of Commerce is proposing to hold a Cinco de Mayo festival on
Saturday, May 5, 2001. The organization proposes to close Court Street between "E"
Street and Arrowhead Avenue, and "D" Street between 3rd and 4th Streets. Various
vendor booths, food booths, two beer gardens, and two to three stages will be set-up
along these streets. The festival will be open to the public from 10:00 a.m. until 8:00 p.m.
The organization proposes to close the streets late Friday evening, and re-open late
Saturday evening.
FINANCIAL IMPACT
City departments provide services and/or require permits as follows:
Planning Division
Temporary Use Permit fee of$332. Total waiver: $332.
Building Services Division
Permits and inspections are required for generators and temporary electrical wiring. Fee
is $72.80 per hour (X1.5 for overtime) for an estimated 3 hours. Total waiver: $327.60.
Public Works
The Traffic Division provides barricades for street closures. The fee for the establishment
of temporary No Parking zones and drop off? pick up of barricades is $300. There is a $5
per barricade (refundable) deposit required. It is estimated that approximately 50
barricades will be required for a deposit of $250. Total fee waiver: $550.
Citv Clerk's Office
All vendors must obtain Business Registration Certificates. This fee cannot be waived. A
license inspector will be on site Saturday morning for approximately 5 hours at a rate of
$32/hour. Total fee waver: $160.

Public Services
Provision of solid waste services. Public Services will sponsor this event; therefore, no
fees are required.
Fire
Permits are required for tents, canopies, and cooking facilities. Total fees are estimated
and may vary based on the actual participating vendors.
. Two standby personnel (inspectors) - in area of cooking in canopies/tents at
$80.34/hour X 2 X 10 hours = $1606.80.
. Tent permits/inspections - $120.51.
Total fee waiver: $1727.31.
Police
Police personnel will provide services as per Attachment A. Total fee waiver: $6082.63.
CONCLUSION
The total fee waiver is $9179.54. Costs will be borne by existing General Fund operating
budgets. Waiver of permit fees will result in decreased revenues to the General Fund.

On Saturday, May 05th , 2001, the Inland Empire Hispanic Chamber of Commerce will
be hosting the lIDnual Cinco de Mayo Celebration in the Court Street Square area. The
event will begin at approx. 1000 hrs and will end at approx. 2000 hours Attendance is
expected to be approx. 10,000 people Tbis event will require the police department to
provide law enforcement services.

ACTION:
Beginning 05/05/01, at approx. 0800 hrs. barricades will be delivl:fed and set up by
Traffic Engineering. Officers will deploy at approx. 0930 hrs. in the area of the event to
insure streets are closed in a safe manor. Officers will patrol the area on foot and in
marked police vehicles during the event. When the onscene supervisor determines it is
safe to clear the area the team will secure.
Citi:l:en Patrol personnel will man closed traffic points and insure proper traffic flow.

be closed during the event,
The organizers will coordinate with the San Bernardino Traffic Engineering Dept for
barricade costs and street closure arrangements.
