POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the
March 19,2001 Council meeting.
CLASSIFIED
GENERAL FUND
1. Construction Enaineer (Wolff, Michael) - Appointment
DEVELOPMENT SERVICES
The Construction Engineer position will be assigned primarily to supervise
inspection of Capital Improvement Projects and Land Development Permits.
Filling this position will reduce the department's need to rely on contractual
inspection services resulting in budget savings. Closer monitoring of capital
projects will result in fewer change orders and costs of necessary change orders
will be reduced. The current staffing level for inspection of public works projects
is at a minimum, and the increased number of capital projects already in the
design process may soon "spread" current staff too thin to provide appropriate
field oversight.
Filling this position will provide mid-management field supervision for the Public
Works Inspection group, which currently consists of six (6) full-time Construction
Inspectors. The incumbent will spend approximately 75% of his time in the field
monitoring the inspection process for various projects and permits underway.
They will assist the Construction Inspectors in solving problems and resolving
disputes with contractors and developers, and will also review proposed change
orders and assure that proper documentation is provided to justify the need for
and the cost of the change orders.
The Construction Engineer will also be involved in investigation of complaints
conceming Handicap Accessibility and investigation of National Pollutant
Discharge Elimination (NPDES) complaints.
The incumbent has more than 16 years in Public Works Inspections and is
currently employed as a Senior Public Works Inspector at another municipality
along with previous experience in other local cities. The incumbent has
completed college level courses in Civil Engineering, Public Works, and recently
graduated with an Associate of Science Degree in Construction Technology from
Victor Valley College.

Justification for Step 5
The incumbent stood "head and shoulders" above the other applicants for this
position and will bring extensive experience in Public Works Inspection to the
City of San Bemardino. Mr. Wolffs current position pays $4,315 per month, plus
approximately $800 per month in paid deferred compensation and other benefits
not available at the City of San Bemardino. In order to attract this individual to
our City, it was recommended to make an offer at the top step of the
Construction Engineer salary range, which is $5,597 per month.
10. SHO Grant Analyst (Hamlin. James) - Appointment (Provisional)
POLICE
This is a grant-funded position. The SHO Grant Analyst will collaborate
extensively with the IMPACT and Graffiti Task Force teams to identify and track
those juveniles that are deemed at risk/threat. The SHO Grant Analyst will be
responsible to ensuring maximum prosecution on these identified individuals in
an attempt to maximize the time of incarceration or monitoring.
The SHO Grant Analyst will also coordinate and manage "curfew sweeps.
throughout the City in an effort to prevent and minimize those crimes committed
by juveniles during the nighttime hours. The SHO Grant Analyst will also meet
on a regular basis with surrounding agencies to coordinate inter-agency efforts in
the identification and tracking of criminal juveniles across jurisdictional
boundaries.
This position will provide valuable information about serious habitual juvenile
offenders. This information would allow officers and detectives to identify chronic
offenders more readily, minimizing harm to the public and loss/damage to
property.
