HomeMy WebLinkAbout2007-064 1 RESOLUTION NO. 2007-64 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF 3 SAN BERNARDINO AUTHORIZING SUBMITTAL OF THE APPLICATION FOR WASTE TIRE CLEANUP AND AMNESTY EVENT GRANT FUNDS FROM THE 4 CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD. 5 6 Management Board for grants to local government to pay the costs of cleanup, 7 8 9 10 11 . WHEREAS, funds allocated are available from the California Integrated Waste abatement, or other remedial action related to the disposal of used whole tires; and WHEREAS, the City proposes to implement a Waste Tire Cleanup and Amnesty Event Program that involves collection and proper disposal of illegally dumped waste tires and hosting Amnesty Events for the collection of waste tires from 12 residents. . The City has demonstrated it has sufficient staff resources, technical 13 expertise, and experience with similar projects to carry out the proposed program; 14 NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND COMMON 15 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 16 17 SECTION 1. Authorizes the submittal of an application to the California Integrated Waste Management Board for a Waste Tire Cleanup and Amnesty Event 18 Grant (attached hereto as Exhibit "A"). The City Manager, or his designee, is hereby 19 authorized to execute in the name of the City of San Bernardino all necessary 20 contracts, agreements, and amendments for the purposes of securing grant funds and 21 22 to implement and carry out the purposes specified in the application. 23 SECTION 2. Waste Tire Cleanup Project/Site Description The City of San Bernardino Waste Tire Management Program was implemented in 1996 to reduce the number of illegally dumped and stockpiled waste tires within the City. Illegal tire piles are removed quickly to alleviate the threat to public health and to discourage further illegal dumping. The City's Environmental Projects Division coordinates the Waste Tire Enforcement Program, monitoring waste tire generators and registered haulers within the City. In addition to monitoring waste tire businesses, the City offers courtesy curbside pick up of waste tires for residents. The City's Waste Tire Management Program has been grant funded since 1996. In 2005-06 the City identified three illegal dumpsites that ranged in size from 50 to 500 tires. All were considered a serious threat to public health and safety due to the proximity to homes, businesses, and schools. Additionally, City staff and volunteers cleaned up and properly disposed of over 3,000 tires illegally dumped in the public right of way or in vacant lots. Currently the City is utilizing Waste Tire Clean up grant funds to offset the cost of disposal of these illegally dumped tires. A total of 55 tons of illegally dumped tires were collected during the last six months and properly disposed of utilizing grant funds. Illegally dumped waste tires will be hauled by the City of San Bemardino Refuse Division, an exempt tire hauler, to BAS Recycling Inc. located in San Bernardino for processing as crumb rubber. The City is requesting Waste Tire Cleanup grant funds for the disposal and hauling cost of the 8,000 waste tires anticipated to be illegally dumped during the grant term. Waste Tire Amnesty Event(s) Description City of San Bernardino residents will have the opportunity to dispose of waste tires at two Amnesty Events that will be scheduled during the grant term. The first Amnesty Event will be conducted in the fall, coordinated with the annual Citywide Clean up. The Annual Citywide Clean up and Amnesty Event will offer residents the convenience of dumping excess waste at conveniently located collection sites located throughout the City. Over 1,000 residents participate annually. Event sites are staffed primarily with community volunteers. The second Amnesty Event will be conducted in spring. The waste tires collected at the-events will be hauled by the City of San Bernardino Refuse Division, an-exempt tire hauler, to BAS Recycling Inc. located in San Bernardino for processing as crumb rubber. Disposal cost was estimated at $2.82 per tire. The disposal cost per tire calculation: Disposal cost + Transportation cost divided by the number of tires collected. The Amnesty Events will be coordinated by two Environmental Projects Assistants. An estimated 48 hours of combined staff time will be dedicated to scheduling, planning, and conducting the events, recruiting and training of volunteers, and developing and distributing public education materials. Staff will develop a billing insert that will notify 42,000 residents of the Amnesty Events. The insert will serve as admission to the event. Participants will be limited to nine tires per address per event. This form of direct advertisement is economical and has proved successful in the past. The insert will be distributed in bills one month prior to each scheduled event. Additional promotion will include front page space in the "San Bernardino Recycles" newsletter promoting both Amnesty Events. The newsletter is produced two times per year and is mailed to 71,000 households. The City is requesting grant funds to offset the cost of disposal and hauling cost of 8,000 waste tires anticipated to be collected during the two Amnesty Events. .
