RESOLUTION NO. ~y; ~ RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE INLAND MANPOWER ASSOCIATION RELATING TO THE TITLE lID SUB-GRANT FOR THE PERIOD OF APRIL 1, 1979 THROUGH SEPTEMBER 30, 1979 WIlICH SAID AGREEMF.NT SUCG:EEDS TO AND REPLACES A PRIOR AGREE~lliNT AUTHORIZED BY RESOLUTION NO. 79-204. WHEREAS, it is desired that said aCjreement with the Inland Manpower Association be replaced by the agreement attached hereto, marked Exhibit "A" and incorporated herein by refer~nce in order to provide for replacement df the Title lID sub~grant as set forth in said Exhibit "A"; and WHEREAS, it is the intention of the parties hereto that said Exhibit "A" attached hereto be complementary and succeed to the provisions of the prior agreement with the Inland Manpower Association relating to the Title II sub-grant. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERi"ARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is authorized and directed to execute on behalf of said City that agreement with the IMA relating to t:he Title lID sub-grant for the period of April, 1979 through September 30, 1979, a copy of which is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. It is understood that this agreement shall supercede the prior agreement relating to the Title lID sub-grant executed pursuant to the authority of Resolution No. 79-204. Project Description The Title lID (Non-PSE) Training Activities operated by the San Bernardino Employment and Training Administration (SBETA) will focus on providing CETA training and services leading to placements in the private sector. An emphasis will be placed on preparing CETA lID participants for unsubsidizedjobs in the private sector. One of the objectives of this program will be to develop link- ages with business, labor organizations, educational institutions, non-profit corporations, and community based organizations, which will facilitate the training of CETA lID participants for private sector employment. To accomplish this, input will be actively sought from the above mentioned types of organizations in the design and o~eration,of Title lID training programs. All proposed classroom training acti- vities 'and combined activities will be submitted to the Mayor's Pricate Industry Council (PIC), as this group has representatives of , the abovementioned groups serving on it. The ~yor's, PIC will make recommendations concerning training occunations, program design, and other matters relating to the training of Title lID participants,. The input for the Mayor's PIC will ensure that CETA lID participants are provideq training that is geared towards placement in the private sector. The City of San Bernardino will maintain a system of recruitment, intake, assessment, referral to training, work experience, on-the-job training and supportive services. The City of San Bernardino wIll provide training programs that give participants skills for which there is a recognized demand in the area job market. Training programs will be periodically revised as needed so that these programs meet'the particular requirements of members of the various significant segments. With each service given to participants, every effort will be made to develop the abilities of participants and direct them toward realistic career goals designed to enhance employment opportunities. 2). Individuals Referrals to Classroom Training The San Bernardino Employment and Training Administration (SBETA) will provide individual referrals to classroom training programs. This program will be complimented with other comprehensive services offered to CETA participants. -3a- ._~.___~_2,.~ '. ... . . - . -.. PROGRAM NARRATTVF OF~rRTPTTml .. The City of San Bernardino's intake center will refer persons to .classroom training which meets the individual participant's needs. Occupations selected for training will be those which require a few or no skills prior to entering training. Individual referrals may be closely coordinated with work experience and on-the-job training to insure participant's employability. The SBETA will enter into accredited or approved schools ing classroom training. individual referral agreements with with a proven ,track record of provid- ." The maximum cost of training for each schools's program will be the same as that set by the county of San Bernardino, Division of Manpower Services. ,All billings to the City 'of ,San Bernardino for individual referral services will be processed by the City of San Bernardino for payment to the school. Allowances to pa~ticipants will be provided through the allowance payment system of the Inland Manpower Association. Schools who may provide individual training will include but not be limited to: Operation Second Chance, Skadron College, Los Paqrinos of Southern California, San Bernardino Valley College, and" united Health Careers Institute, Inc. These schools are selected by ~he Area Planning Committee based upon past history in providing , quality classroom training. Referrals to classroom training will be based upon each indivi~ , dual's particu~ar need as determined by the intake and assessment ' ' counselors as addressed in the participant's employability plan. __~he,form used for computing training costs is the same as that developed by 'the office of the San Bernardino County Schools. 'This form includes an hourly cost for each participant as well as"the costs for ~nstruction, supplies, and administration by each school. 3). Work Experience , The SBETA will provide a work experience program in the public or non-profit community based sector',which allows participants oppor- tunities to explore the world of work, develop positive work habits, and develop occupaational goals through exposure to various.occuPa~ tional opportunities. The program is designed to provide valid employment experience to persons who have never worked or have not worked for an extended period of time. Work Experience Participants will have an employability plan developed by the intake and assess~ent counselors. For some partici- pants work experience is sufficient preparation for becoming job ready. These participants are provided placement assistance into un subsidized employment. Other participants, as deemed appropriate, will benefit from placement ,in classroom training, OJT, or other SBETA activities. -:: b 9/78 ~ PROG;;M~ NIIRRATtV, n::5CRIPTH)~1 . Recruitment will be conducted by.SBETA at the office located at 195 North "D" Street and two outreach centers. All qualified appli- cants will be placed on an eligibility list. Those hired will be employees of the City of San Bernardino. Assignments will be made to various City departments and community based organizations which have demonstrated a need and have the necessary worksites. Payroll will be handled by the Finance Department, City of San Bernardino. All em- ployees will .be provided with Workmen's Compensation. Combined Activities - 5). Supportive Services Supportive services will consist of Child Care, Health Care, Legal Assistance, Relocation Assistance, Transportation, and other . -3c~ c- ... . PROGrtM~ N!lRR,I\TTVU"SCHPTTn~1 '. services to eligible participants enrolled in program activities. ~fuen deemed necessary to the successful completion of the participant's training, or essential to his employability, and ~roviding such ser- vices or funds are unavailable from other sources, the project will provide such services, A). Child Care: The SBETA will .contract with providers of child car'e ser- vices, Child care service providers will be paid uniform rates in accordance with standard contractual rates established by the SBETA. ' B). Health Care: These services will be limited tOl€quired physicals and/or, other services necessary to insure the participant's success ful completion of training,. These services may include, emergency medical services. Individuals' will 'be referred' to providers of services at no 'cost to the program when possible. Major medical services (i.e., surgery, profes- sional fees, etc.) ,will require the approval of the Execu- tive Director of the SBETA. C). Legal Service: Legal services will be limited to services necessary to insure the participant's successful completion of training. In cases where the participant cannot qualify for free , legal aid, SBETA will arrange for legal' aid, This service will be supplied upon the approval of the Executive Director of the SBETA. . D). Relocation Assistance: Relocation assistance may be provided to SBETA participants when such assistance is essential to their attainment of employment. This assistance will be offered only when it has been assured that the individual has no funds of his/her own with which to defray such expenses, and that there is no other source from which he/she can apply for such aid. E). Other Supportive Services: Miscellaneous assistance may be provided such as the pur- . chase of uniforms, special license fees, securing bonds, and providing family planning assistance when necessary. Any such assistance will be restricted to that considered to be reasonable by the Executive Director of the SBETA. -3d- I . PROGil~:~ N!\RRATT'/F nc':r~!TPTTml , F). Transportation: A small fund has been created to provide transportation funds when necessary. SBETA staff will authorize the use of such funds only when it is essential to the commence- ment of a participant's program, and will restrict the assistance to until such time as the'participant has regu- lar payor allowances coming in. Participants will be reimbursed at a rate of l5C per. mile. If public transpor- tation is available, reimbursement will be for actual costs of public transportation. All . payments will require prior. authorizatiori from the Executive Director of the SBETA or his designeee. All requests for' payment will be forwarded to the. Finance Department of the City of San Benardino for auditing and payment. 6). Program.Componcnt3 A). Recruitment: The. City of San Bernardino, Comprehensive Employment and Training Administration (SBETA) will recruit all individuals meeting'1mD eligibilJ..ty criteria. Use will'be made o~ existing linkages with governmental agencies, community based organizations, and non-profit organizations in re- cruiting participants. Opportunities will. be publicized through advertisements in community newspapers, job bulletins, and other media to . ensure a wide recruitment base and serVice to all contrac- tually established significant segments. Intake: B). . Intake will be accomplished at. three locations, the central office of the San Bernardino Employment and Training Admin- istration at 195 North "p".Street, the 'Casa Ramona Outreach Center at 1524 West Seventh Street, and at the.Boy's Club, 1189 West Ninth Street. During the intake process, an intake counselor will assist the client in completing a pre-application eligibility determination form (I~~ Form M-l). Those individuals determined not to be eligible for CETA lID services or pro- grams will be referred to other service providers. The' original M-l will be kept in a file designated for ineli- gible applicants. Those applicants determined to be eligible will complete further processing described below under 6.C (Assessment). -3e- . P!lOG;l~:~ NARRATT'I" nc-"r,H pTTn~1 , C). Assessment: All eligible applicants will complete an employment appli- cation, listing work experience and education. These docu- ments will be used in conjunction with counseling interviews to develop an employability plan and to determine what pro- gram or service is best suited for the needs of the individual. D). Orientation: Orientation will be accomplished by the SBETA Staff, using a system whereby each applicant will receive a thorough orientation briefing, describing the. CETA program. Brief- ings will include the participant's Civil Rights'under CETA and applicable grievance procedures. The initial briefing, on the CETA system is designed tobe given individually or to groups as the need arises. Follow-up orientation , counseling. will be provided as require4 during the parti- cipant's progress through the program activities. E). Training:' , , Those individuals completing the assessment process will be referred to the type of training best suited for their needs. The various types of training are explained above. F) '. Supportive Service,s: Supportive Services are described in Section 5. All sup- portive services will be provided by the City of San 'Bernardino. G). Job Development/Placement: The designated schools will provide job development/ placement for those participants referred to them through" the individual referral process. In addition;,the services of SBETA will be made available to these,participants. Participants in Work Experience and O.J.T. programs will be provided assistance in seeking unsubsidized employment through the Job Development Branch of SBETA. Presently, three Title VI participants are assigned to this function on a full time basis. H). Follow-up: Follow-up will be performed on each participant completing training. An exit interview will be conducted with those participants that have been positively terminated. -3f- PROGRAMNARRATI'IF Of'~rRTPTTml , . Contact will be made with employers, regarding placed individuals at 30, 60 and 90 days following placement by assessment counselors. The non-positively terminated participants will be counseled by the assessment counse~ors and employability plans developed to insure. referral to programs designed to make them employable. 7). Program Administration . The San Bernardino Employment and Training Administration (SBETA) is organized into two directorates, (1) Pub~ic Sector Employment and Program Management, and (2) Private Sector Initiative Programs and Training. These directorates function under the direction of the Divi- sion heads, two Deputy Directors and the Executive Director. The SBETA staff and cooperating City Departments are organized .to provide program monitoring and management to ensure effective performance and compliance with Federal regulations. The following procedures will be used in the indicated areas to ensure effective program operation~ A). Program Monitoring and Evaluation: Staf~ of the Compliance Branch will monitor each compOnent of CETA activities for program p"erformance., compliance to Federal regulations, enrollment levels, placement rates, expenditure levels and other aspects as provided for bya ~comprehensive monitoring tool developed for this purpose, All operating officials responsible for programs will be. notifietl of. deviations in enrollment levels, placement rate& etc., so that appropriate corrective actions can be taken. Bi-weekly reports of line-item expenditures are prepared by the Finance Department of the City of San Bernardino and forwarded to the CETA office. Reports: will be reviewed' . by the SBETA Staff and compared with planned expenditures for the proper fiscal administration of.the program. Each participant will be evaluated on a regular basis with mandatory evaluation being performed at a minimum. of every six months. All evaluations will take into account the participant's performance, attendance, attitude, and progress level to reassess the employability'plan of that in~ividual.' B). Fiscal Controls: This subgrant and any subagreements- herefrom will provide accurate, current, and complete disclo~ure of all fu~ds awarded under this agreement. Support1.Ve documentat1.on is required for audit purposes and sahlI be retained for a period of no less than three years. -~g- 9/78 = PROG~AMNARRATTV' n.,rRTPTTn~ , Financial management is in accordance with standards set forth in the Fed~ral Management Circular 74-7, attachment G. The City is aware of and fully complies with the requirements as related in Section 3 of that circular. Allowability of allocation of all funds is also in accordance with Federal Management Circular 74-4. The recording of all fiscal transactions, the issuance of payments to participants, sub-contractors, or vendors, the maintenance of all financial records, and the preparation of required Federal reports will be performed by the Finance Department of the City of San Bernardino. These account- ing transactions and records are maintained under the control of a qualified accountant. Funds are kept in separate accounts. Each check to employees, enrollees, or suppliers must be supported by appropriate documentation, such as purchase orders, receiving report, payroll vouchers and time and attendance reports. Fiscal controls for major programmatic activities will be handled as follows: 1). Classroom Training: Classroom training will be conducted on an individual re- ferral basis. The City of San Bernardino will sign sub- cO!J.tracts,with those schools designated to receive ,individ- ual referrals. All bills for training expenses will be forwarded to SBETA for auditing and recording. The billings will then be forwarded to the Finance Department, City of . San Bernardino, for payment to the operators. Allowance.payments will be made by the Inland 11anpower Association from an appropriation account. This account is managed by Inland Manpower Association (IMA) accounting staff and meets the necessary requirements of section 20:CFR 676.26-2. 2). Work Experience: Participants will have complete personnel folders. Individ- ual signed time reports must be submitted by each partici- pant at the conclusion of the payroll period and counter- signed by the supervisor. These reports are given to the proper supervisor for distribution. If there are any' complaints or grievance for non-receipt of funds, partici- pants are advised to contact the SBETA staff. 3). a.J.T.: Reimbursement for training costs to sub-contractors must be signed by the employer and trainee. Billing periods will be set up in a 30, 60, 90 day, or end of contract basis depending on negotiations with the sub-contractors. Data from the reports are coded and forwarded to an outside processing unit for check preparation. If there are any complaints or grievances for non-receipt of funds, vendors or sub-contractors are advised to contact.the SBETA staff. Training of participants will be sub-contracted to area private-for-profit employers using lMA approved standard sub-contract forms. 4). Services: All service providers will submit invoices for services rendered to participants. These billings will be audited " and forwarded to the Finance Department for payment. Claims by classroom participants for transportation expense will be reimbursed with the allowances payment system " operated by lMA. Other participants wilL submit claims for transportation to SBETA. These claims will include detailed mileage records which will be audited and forwarded to the Finance Department for payment. ". C). Participant Reporting: - On enrolling in a Title I activity, an lMA M-l form will be filled out on each participant. These forms will be main- tained in individual file folders for each participant in the MIS Branch of CETA. The MIS Branch will be responsible for the completion of all required participant. reports. Reports ahd M-l's will be forwarded to I~1A. 8). Program Revenue These programs will not generate any net or gross revenue. 9). Accrual Accounting All expenditures will be recorded and reported on standard Federa reports reflecting actual and accrued expenditures by the City of San Bernardino. ~O). Participant Selection Criteria Participant selection will be accomplished through the develop- ment of a pool of eligible CETA lID applicants. Referral to specific program activities Classroom Training, Work Experience (OJT) , will be based on the needs of the individual as determined in the assessment process. Final selection for work experience will be made by the worksite supervisor subject to the review of the SBETA office. Final selection for a classroom program will be made by the school. In the event that an individual is not selected for a classroom activity, written justification will be required from the school as to the , " ." Complaints will be processed in accordance with the procedures outlined in IHA Hanpower Bulletin {!16-79. 12). Affirmative Action The Affirmative Action Plan of the City of San Bernardino will apply to this program. Generally stated, affirmative action prohibits discrimination in employment for reasons of race. religion; sex, national origin, or age. The plan is on file with the Inland Manpower Association. , All contracts and sub-contracts entered into by the City of . Program PlannIng Summary See attached Program Planning Summary for service levels to designated significant segments and placement information for participants served under this subgrant. 2. Other Program Goals .. "' The overall goal of the Public Service Employment (PSE} program operated by the City of San Bernardino will be to provide temporary employment for economically disadvantaged individuals that will enable them to transition to unsubsidized employment. This program will be targeted towards structurally unemployed persons who meet Title lID eligibility requirements. " In addition to providing temporary employment for program parti- cipants, the Title lID PSE program will also provide training to participants. Depending on an assessment of the individual's training needs as determined by his/her employability plan, specific types of training will be provided. In this PSE progra~ training will either be provided on the job or, in selected . cases. through classroom training to PSE participants. Placement: Placement and sel-ection for all PSE- positions will be coordinated and supervised by the staff of the SBETA -to ensure compliance with program goals and CETA regulations. This will ensUre adequate management of the CETA VI PSE program and coordination of the program with . other CETA programs operated by the City of San Berliardino. - 2. CETA II-B Activities for Program Participants All CETA lID participants enrolled in the City of San Bernardino'~ PSE program will be scheduled to attend a two week Job Search Workshop. At this workshop, the participant's employability plans will be updated. Those individuals who are in need of classroom training to enhance skill levels or who are in need , ofOJT to help them achieve unsubsidized employment will be referred to appropriate programs. It is estimated that of currently enrolled Title lID participants, the following per- centages will be in need of Title lIB training: Classroom 10% On The Job Training 20% Total lIB Training 35% 3. Training; Training for Title lID PSE partic:i:pants will be provided in the following manner. ~ pants will be accomplished both in-house and through the use of established training agencies depending on the type of training being conducted. In-house training will primari ly consis.t of Job Search Training which is conducted by SBETA staff in conjunction with the Adult Education Diyision of the San Bernardino Unified City School District. In brief, this training consists of one week of classroom training in job search skills and one week of assisted job search activities. The aim of this training is to give PSE participants the necessary skills and confidence to obtain permanent unsubsidized employment. In addition to the Job Search Training, other types of training will be offered to PSE participants. This training will be conducted by established training agencies on an individual referral basis. SBETA CETA VI parti- cipants will be outstationed at the various worksites. The PSW (Public Service Horker) classification sys.tem will be used to ensure comparability of pay and fringe benefits within the SBETA participant workforce. IV. Additional Aministrative Concerns 1. Unsubsidized Positons: As all positions, both participant and administrative staff, will be funded exclusively through Federal funds; the SBETA will have pounsubsidized positions. The City of San Bernardino has approximately 1,032 budgeted unsubsidized positions. 2. ~1aintenance of Effort: The SBETA will ensure that the maintenance of effort provisions outlined in 20'CFR 676.73 are complied with. Both desk monitoring and on-the-site monitoring will be conducted to ensure that violations of the maintenance of effort provisions do not occur. To accomplish desk monitoring, a monthly report is prepared listing unsubsidized budgeted positions of the City of San Bernardino by classification and department. (The information for this report is derived from budget documents and personnel action forms submitted to the City Council.)
