':''''-''''''''~:_''5'f9'''- , " RESOLUTION NO. 7~- "z2;Z RESOLUTION OF THE CITY OF SAN BERNARDINO ENCOURAGING LEGISLATION ELIMINATING THE MONOPOLY ON INTERCITY BUS INDUSTRIES IN CALIFORNIA. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: WHEREAS, the Mayor and Common Council of the City of San Bernardino believe that government regulation of business should primarily be concerned with protecting the health and safety of the public; and regulation which artifically restrains competition and imposes unnecessary costs on the public is undesirable; and WHEREAS, it is our judgment that many of the most serious problems facing transportation in California today can be direct- ly traced to government-guaranteed monopolies, whereby bus carriers do not have to compete for the public's business, an~ the public has nowhere else to turn when plagued by excessive costs and unsatisfactory services; and WHEREAS, the Mayor and Common Council of the City of San Bernardino support the concept of eliminating the monopoly in the intercity bus industry in California, as would be accomplished in Assembly Bills 1817, 931, and 1589; and WHEREAS, economic regulation in the field of transportation has increased dramatically since the turn of the century and a large body of economic thought recognizes it to be counter- productive; and WHEREAS, California has one of the most restrictive approaches to transportation regulation in the United States, NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO that the California Legis- - 1 2 the monopoly in the intercity bus industry in California. 3 BE IT FURTHER RESOLVED that the City Clerk be authorized 4 and directed to forward a copy of this resolution to Senator 5 Ruben Ayala, Senator Robert Presley, Senator James R. Mills, 6 Senator Alfred E. Alquist, Senator Albert S. Rodda, Senator David 7 Roberti, Senator William Campbell, Senator Ralph C.
