WHEREAS, the Common Council as governing body of the City of San Bernardino desires to initiate proceedings for the change of organization in accordance with Government Code Section 35000; .' , NOW, THEREFORE, the Common Council, governing body of the City of San Bernardino, does hereby resolve, determine and order as follows: SECTION 1. Application and a proposal is hereby made to the Local Agency Formation Commission of the County of San Bernardino for the annexation " . , iof inhabited territory located west of Arden Avenue, north of Pacific Street, I and the detachment from County Service Area No. 38, Improvement Zone G of CSA No. 38, County Service Area No. 70, Improvement Zone A of CSA No. 70, and CSA Sl-l, as outlined in the justification form which is Exhibit "A" and the p1an.and the narrative which is Exhibit "B" to the resolution and is by ~his reference incorporated herein as though fully set forth.
