HomeMy WebLinkAbout1979-240 -.. RESOLUTION NO. 19- ~t{(P RESOLUTION OF THE CITY OF SAN BERNARDINO CREATING THE ENERGY CONSERVATION COMMITTEE AND PROVIDING FOR ITS DUTIES AND POWERS. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOllOWS: SECTION 1. The "Energy Conservation Committee (ECC) of the City of San Ber- nardino is hereby created for the purpose of organizing and implementing a comp- rehensive energy conservation program. SECTION 2. The "Energy Conservation Committee (ECC) shall function in an advisory capacity, and its duties shall include, but not be limited to the following: (a) Review and make recommendations on all energy usages that require approval of the Mayor and Common Council. (b) Review and make recommendations on all energy use for building designs, street lights, and ball fields and recreational/security outside lighting. (c) Insure implementation of approved energy conservation programs and measures. SECTION 3. The "Energy Conservation Committee" (ECC) shall meet on call, but not less than once each quarter beinning July 1979. SECTION 4. The "Energy Conservation Committee" (ECC) is a technical group, consisting of the eight (8) members, as follows: Six (6) public employees, or their designated alternates; Two (2) Public Utility (gas and electrical companies) re- presentatives. (a) The "Energy Conservation Committee" (ECC) shall consist of the following: 1. Public Building Superintendent-Chairman 2. Director of Public Works-Vice Chairman 3. Electrical Superintendent-Member 4. Director of Parks and Recreation-Member 5. Director of Finance-Member 6. Building and Safety Superintendent-Member 7. Public Utility representative-Energy Systems Engineer-Southern California Gas Co.-Member -~. ' " ,_0 '. . 8. Public Utility representative-District Systems Engineer-Southern California Edison CO.-Member (b) A designated employee of the Public Buildings Division shall serve as Ex-officio secretary to the Energy Conservation Committee (ECC) but shall not be entitled to a vote. (c) A majority of the membership shall constitute a quorum. A quorum shall be sufficient to take action. (d) The chairman shall not be entitled to vote, except in the instances, when a majority vote cannot be reached among the voting members present. SECTION 5. The "Energy Conservation Committee shall review and analyze the following items prior to their submission to the Mayor and Common Council for con- sideration: (a) Energy saving methods. (b) Energy usages. (c) Energy review/audits. (d) Energy rate structures. (e) Energy management and review procedures. (f) Energy control. (g) Energy cost sharing grants.
