RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE MODIFICATION OF AN AGREEMENT WITH THE INLAND MANPOWER ASSOCIATION RELATING TO THE SUMMER YOUTH EMPLOYMENT PROGRAM FOR ECONOMICALLY DISADVANTAGED YOUTH DURING THE PERIOD OF JUNE 1, 1979 to DECEMBER 31, 1979. BE IT RESOLVED BY THE MAYOR AND COI1MON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: WHEREAS, the Mayor and Common Council by Resolution No. 79-80 dated February 26, 1979 with the Inland Manpower Association relating to the Summer Youth Employment Program for Economically Disadvantaged Youth for a portion of the year 1979, and, WHEREAS, it is desired that said agreement with the Inland Manpower Association be modified and replaced by the agreement attached hereto, marked Exhibit "A" and incorporated herein by reference in order to provide for a modification of the Summer Youth Employment Program for Economically Disadvantaged Youth as set forth in said Exhibit "A"; and WHEREAS, it is the intention of the parties hereto that said Exhibit "A" attached hereto be complementary and succeed to the provisions of the prior agreement with the Inland Manpower Association relating to the Summer Youth Employment Program for Economically Disadvantaged Youth, NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is authorized and directed to execute on behalf of said City that agreement with the Inland Manpower Associat'ion relating to the Summer Youth Employment Program for Economically Disadvantaged ~ . . 1 Youth for portions of 1979, a copy of which is attached hereto, 2 marked Exhibit "A" and incorporated herein by reference as fully 3 as though set forth at length. Program Description The Summer Youth Employment Program (SYEP) is designed to provide economically disadvantaged youth, between the ages of 14 and 21 and living in the City of San Bernardino with work experience and on-the-job training. The job will be developed in the public and non-profit community-based sectors for the work experience participants and in the private sector for the on-the-job participants. Their Jobs will provide meaningful work experiences which will enhance the youths' saleable skills and increase the' .' possibility of the youth continuing employment in the unsub- sidized labor market. Counseling will be provided to youth to insure successful completion and to aid in the transition into unsubsidized employment or return to school. All youth participants who have not completed their . education will be encouraged to seek and complete an education program leading to a secondary school diploma or its equiva- lent. Local educational agencies are contacted and informed of our program. 2. Work Experience The SBETA will provide a work experience program in the public or non-profit community-based sector which allows participants opportunities to explore the world of work, develop positive work habits, and develop occupational goals, through exposure to various occupational opportunities. Worksite requests will be solicited in the government and community-based sector t~ insure the grass roots develop- -~ a- 9/78 -"---, . PROGRAr~ NARRATTVI'" n"rRTPTTnN ment of this program. Worksites will be selected by the San Bernardino Youth Advisory Council and finalized by the San Bernardino local Advisory Council. Participants in this project will be youth who are economically disadvantaged, in-school, out of school, and ages .. between 14 and 21 years old. CETA Title III criteria will be the guideline used in determining selection, giving priority to those most in need. The length of the slot will be for 9-10 weeks. Work experience programs are designed to provide valid employment experience to persons who have never worked or have not worked for an extended period of time. ... Work Experience Participants will hav~-an employability plan developed by the intake and assessment counselors. For some enrollees. work experience is sufficient preparation for becoming job ready. These enrollees are provided placement assistance into unsubsidized employment. Other participants as deemed appropriate. will benefit from placement individu- ally in on-the-job training. Recruitment will be conducted by the SBETA which encom- passes the administrative office located at 195 North ."D" , Street and outreach centers located-in the community. All applicants who qualify will be placed on an eligibility list. Those hired will be employees of the City of San Bernardino. Assignments will be made to various City departments and community-based organizations who have demonstrated a need -3b- 9/78 PROGRAr~ NARRATIVE nl'"<:rRTPTTnN and have the necessary worksites. Payroll will be handled by the Finance Department, City of San Bernardino. All em- ployees will be provided with Workmen's Compensation. .. 3. On-the-Job Training On an individual basis, youths will be selected to be transitioned into on~the-job training at job sites in the private sector. Individual youth selected for on-the-job training will be recent graduates from high school or junior college. On-the-job training provides participants an opportunity to demonstrate their employability to potential employers. The SBETA intake/assessment and placement center is respon- , sible for developing training agreements wi~h private sector employers to provide O.J.T. to CETA participants. Employers providing training positions are reimbursed for extraordinary training costs up to a level not to exceed 50% of entry level wages. Wages paid to participants must be the prevailing entry wage for persons employed in a similar occupation by the same employer and in no instance less than minimum wage. O.J.T. may involve individuals at an entry level or may be used to upgrade CETA eligible employees into occupations requiring higher skills. This program is designed to provide incentiv~s for busi- nesses to place individuals in permanent positions through on-the-job training programs. The ultimate goal of the program being economic growth through the direct involvement of the private sector in the hirin~3?:f youth in the community. 9/18 PROGRAM NARRATIVF nF~rRTPTTnN 4. Program Components A. Recruitment: The SBETA will recruit individuals meeting SYEP elig~~ bility criteria. Use will be made of existing linkages. with governmental agencies, community based organizations, and non- profit organizations in recruiting eligible participants. Opportunities will be publicized through advertisements in community newspapers, job bulletins, and other media to en- sure a wide recruitment base and service to all contractually established significant segments. B. Intake: Intake will be accomplished at the SBETA Office at 195 North "D" Street and at sites in the community (see attach- . ment) . During the intake process, an intake counselor will assist the client in completing a pre-application eligibility deter- mination form (IMA form M~l). Those individuals determined not to be eligible for SYEP services or programs will be referred to other service providers. Forms used for intake will include: 1. M-l 7. 2. Youth Application Form 3. Financial Eligibility Form; 8. 4. Consent to Treatment 9. (Medical form) 10. 5. Employment Statement 11. 6. Assessment: All eligible applicants will complete an employment appli- cation, listing work experience and education. These documents -::cI- 9/78 " ./1 PROGRAM NARRATIVE nFsfRTPTTnN will be used in conjunction with counseling interviews to de- velop an employability plan and to determine suitable jobs for the individual participant. ,. . . D. Orientation: Orienta.tion will be accomplished by the SBETA Staff, at the Job Fair and at the actual work site. Each CETA applicant will receive a thorough orientation briefing, describing the CETA program. Briefings will include the participant's Civil Rights under CETA and applicable grievance procedures. Additional briefing will be given as the need arises. Follow- up orientation counseling will be provided as required during the participant's progress through the program activities. E. Training: Training will be conducted by the project director and , youth counselors by providing training in job preparation. This will include ways of looking for jobs, filling out an applica- tion, dressing for an interview, and preparing for an interview. F. Supportive Services: Supportive Services will be provided to the participants on an individual basis as the need arises. Each case will be reviewed by the SBETA Staff and the Executive Director of SBETA will make the final decision. G. Job Development Placement: The SYEP Program Director and the Youth Counselors will be responsible for the job development and placement of the parti- cipants. In addition, the services of the SBETA will be made available to these participants. -3e- 9/78 . , PROGRAM NARRATTVF nFsr.RTPTTnN H. Follow-Up: Follow-up will be perfonned on each participant completing training. An exit interview will be coordinated via personal interviews with those participants that. have completed the program., Contact will be made with respective employers~regarding placed youths at bi-weekly intervals by the youth counselors. 5. Program Performance Assurances: A. Program Monitoring: The monitoring will be accomplished by the youth programs coordinator, the SYEP coordinator and the Youth Counselors on a continuing basis. They will determine if the applicant is arriving for work; completing their assigned duties; and to ., correct an~ problems that may occur. If problems do exist, an attempt will be made to correct them immediately. Follow up visits will be conducted to see that the corrective action 'taken has had the proper effect. Prior to the applicants enrollment, the Supervisor will be oriented in the existing child labor laws. Employers will be consulted during the program as to the participants performance; recommendations for future summer programs and to help resolve any problems that may have occured in the present program. , Also, reports will be given to the Mayor's Youth Advisory Council in order to advise them of the program's progress. The Youth Advisory Council is composed of local residents who are appointed by the Mayor. The council will meet weekly to discuss the operation of the program and make recommendations as to its operation. The Council .members make daily contact with potential applikants; this makes their advisory capacity of much greater value. 6. Program Performance Assurance A: Responsibility: The Youth Programs Director will be directly responsible for the monitoring of enrollment levels, expenditure levels and program performance criteria. .Expenditure levels will be monitored by the SBETA Staff who will prepare budget reports, in conjunction with the project director, through the use of a bookkeeping system. A total review will be conducted on a bi-weekly basis by the Youth Programs Director and Youth Program Coordinator. ~ B. Management Information System: The Executive Director, Project Director and the bookkeeper will review all program performance, and expenditures, line item by line item as per the contract. The data recovery system will insure the avail- ability of financial and participant information for purposes of analysis evaluation and reappraisal of program activities. Such data and graphic charts will identify significant segments and numbers served. Monthly activity reports will provide accomplishment of program goals. Th~se reports will yield statistical information such as caseload, numbers Qf enrollees served, percent of project goals accomplished and fiscal analysis. This review will be done on a bi-weekly basis. C. Recording and Reporting of Expenses: Expenses and _expen~iture will be recorded and reported in the following manner. All fiscal matter will be listed as follows when reimbursement is requested. The actual dollar figure expended (that which is due and payable for wages, services, etc.) plus a prorated month'end , accrual of all monies that is projected for exp~nditures in any given month, as computed on a daily basis. ',The actual -,.- figure plus the pro-rated figure will be given as a total month end expenditure level, which will be reconciled with the total ~ budgeted figure in any line, as per the coht~act. 8. Sub-Contracted Support: The SBETA will not sub-contract with anyone. ' 9. Generated Revenue: There will be no revenue generated from implementing this program. . 10. Participant Selection Criteria: CETA Title IV SYEP eligibility criteria will be used to determine eligibility. Other considera~ tions ,will be based on the applicants ability to accept super- vision, instruction, have a constructive attitude and the desire to work and learn from the superviso~s. This will be determined from the applicants application and a personal int~rview with a counselor. 11. Training Levels of Proficiency: Not applicable~ 12.
