RESOLtITION OF THE CITY OF SAN BERNARDINO MAKING APPLICATION TO THE
LOCAL AGENCY FORMATION COMMISSION OF THE COUNTY OF SAN BERNARDINO FOR THE
ANNEXATION OF UNINHABITED TERRITORY LOCATED SOUTH OF PACIFIC STREET, WEST OF
LA PRAIX STREET, AND DETACHMENT FROM COUNTY SERVICE AREA NO. 38, IMPROVEMENT
ZONE G OF CSA NO. 38, COUNTY SERVICE AREA NO. 70, AND IMPROVEMENT ZONE A OF
CSA NO. 70.
WHEREAS, the Mayor and Couunon Council as the governing body of the
City of San Bernardino are initiating proceedings for a change of organization
(annexation) pursuant to Government Code Part 2 of Division 2 of Title 4,
Section 35000, et seq.,
NOW, THEREFORE, the Mayor and CotmllOn Council do hereby resolve,
determine and order as follows:
SECTION 1. Application and a proposal is hereby made to the Local
Agency Formation Couunission of the County of San Bernardino for the annexation
of uninhabited territory located south of Pacific Street, West of La Praix
!
Street, and the detachment from County Service Area No. 38, Improvement Zone
G of CSA No. 38, County Service Area No. 70 and Improvement Zone A of CSA
No. 70, as outlined in the justification form marked Exhibit "A", and the
plan and narrative marked Exhibit "B", which are attached hereto and
incorporated by reference as fully as though set forth at length herein.
SECTION 2. The Clerk of the governing body is hereby authorized
and directed to file a certified copy of this resolution with the Executive
Officer of the Local Agency Formation Couunission of the County of San
Bern.ardino.

NARRATIVE FOR PROVIDING SERVICES FOR A PROPOSED
ANNEXATION TO THE CITY OF SAN BERNARDINO,
LOCATED SOUTH OF PACIFIC STREET,
WEST OF LA PRAIX STREET
The ~layor and Hembers of Common Council of the City of San Bernardino
agrees and desires to annex the above described uninhabited territory to the
City of San Bernardino, for the following reasons:
1. The territory proposed to be annexed is contiguous to the North by
the corporate limits of said City, and whereas a request for annexation has
been received by 100% of the property owners from within the area proposed
to be annexed.
2. The incorporation of this territory will help contribute to and
facilitate the orderly growth and development of the existing City area and
the territory p posed to be annexed. This proposed annexation is within the.
phere of Influence for the City of San Bernardino.
3. This annexation will also help to provide a uniform and orderly manner
oJ; growth, planning and zoning of lands, and the subdivision of lands therein in
such a manner most conducive to the welfare of said City and said uninhabited
territory. .
The City of San Bernardino has planned for providing all typical City services
to the area under consideration for annexation.
The following is an enumeration and description of services which will be
extended. to the affected territory, which describes the level and range of such
services that will be provided, as well as the feasibility of extending such
services and any improvements that will be required by the City, along with a
description of when the services will commence and the financing of such im-
provements and services and any condition imposed by the City.
1. Planning, Zoning, Code Enforcement and Building Inspection - The City
shall provide these services in conformance with appropriate government codes
and City Ordinances as well as following the City's General Plan for zoning
and subject to the provisions of Land Use Ordinance No. 1991. This function
is supported under the City's tax rate and appropriate zoning, building and
permit fees.
2. Parks and Recreation - The area proposed for annexation will have no impact
on park or recreational facilities or programs, and no additional service will be
required as a result of the annexation. Recreation services available to this
area are presently provided through the programs and recreational activities
currently conducted at Perris Hill Park, and the facilities located at Patton
Farms located at Arden and Pacific, approximately two (2) miles west of said
proposal. The cost to the taxpayer within the proposed annexation will be
collected through the City taxes, and by .required fees clurged to those indivi-
duals who wish to participate in City sponsored recreational activities where
charGes and fees are applicable.
3. Library Service - The City presently serves the area with one (1)
branch library; Coddington Branch Library, located at 1003 E. Highland Ave.
It is important to note that the resouces.of the entire library system are
readily made available to the proposed annexation, including the Downtown

Central Library.
'4. Public Safety, Police - The San Bernardino Police Department. is
authorized a complement of 199 sworn officers and approximately 63 civilians not
counting 53 school crossing guards.
The Patrol Division maintains a 12 beat or section split of the City. The
Patrol Division presently averages 15 police units on patrol 24 hours a day,
counting supervisory and traffic personnel.
The Detective Division has 30 sworn officers and works from 8:00 a.m. to
5:00 p.m. dailY, ~~nday through Friday.
The Services Division maintains all records and identification and provides
support services to the other two divisions on a 24 hour a day basis.

5. Public.Safety, Fire, Paramedic and Rescue - The City of San Bernardino is
currently providing fire protection to the proposed annexation area under CSA #38.
Fire protection service which will continue upon annexation and the affected
residents will be provided with a Class 3 rated Fire Department with ten (10)
different fire stations to respond. The closest Fire Station is located
approximately a mile to the Northwest which is located at the Northwest corner
of Highland Avenue and Orange Street. A typical structural fire on the first
alarm deploys two (2) engine companies, one (1) ladder truck company, a para-
medic squad and,one (1) Battalion Chief. In addition to fire protection, the
City also has a minimum of three (3) paramedic units on duty 24 hours R day,
each unit has two (2) paramedics each, giving a total of six (6) paramedics
on duty at all times. Also, . the City is equipped with helicopter assistance
for rescue and/or evacuation service when required.
6. Public Safety, Ambulance Service - The City of San Bernardino under
Ordinance No. 1987 franchise to Courtesy Ambulance Company as the only medical
transportation carrier within the City limits. The rates are established by the
above ordinance and said fees are paid by the user.
The East San Bernardino County Water District provides sewer service in the
~ollowing areas where existing District mains tie into existing City mains.
The treatment, disposal and reclamation of wastewater is processed by the
City of San Bernardino's Treatment Plant.

area, upon property owners request.
8. Public Utilities: Electricity, Gas and Telephone Service - These
services are currently provided to the project area. The City will allow
service to continue upon annexation under the present franchise agreements between
the various utility companies. The rate structure and cost to the property
owners are controlled by the Public Utilities Commission and any expansion of
future services will be created by the request of developers and/or property owners.
9. Solid Haste, Collection and Disposal - l~hen the area is annexed and
rdcveloped, the City will provide service at that time. Also, if upon request
~bc City will provide refuse service to the existing customers, or at the end

of the 5 y~ar cancellation period, whichever comes first.
10. Transit - Upon annexation, the bus service provided for this' area'
will remain under the control of Omnitrans.
Omnitrans' long range transit plans are at the request of residents in the
area through their Councilman or directly to Omnitrans. Such change must have
approval of the City Council.
The Short Range Transit Plan calls for continuation of the present service
levels on these routes. Service level changes are made twice yearly, in January.
and June, and are initiated at the request of the City Council and/or Omnitrans
planning staff.
